The meeting was called to order at 7:00 P.M. by Mayor Lyon at Fred Hesse Community Park, 29301 Hawthorne Boulevard. After the Pledge of Allegiance, roll call was answered as follows:

PRESENT: Byrd, McTaggart, and Mayor Lyon

ABSENT: Stern

LATE ARRIVAL: Ferraro at 7:02 P.M.

Also present were City Manager Les Evans, Assistant City Manager Carolynn Petru; and, Deputy City Clerk/Recording Secretary Jackie Drasco.

Council consensus was to approve the agenda.

The recommendation was to receive public comment prior to preparation of the preliminary budget document for Fiscal Years 2001-2002 and 2002-2003.

City Manager Evans narrated a computer-generated visual presentation illustrating the following: How property tax dollars are allocated (6% goes to the City), sources of City revenue, expenditures, fund balances, and a five-year financial model.

He said that the City is able to maintain a low cost operation because of geography, a mostly residential population, low crime, and privatized recreation programs at City parks. He concluded by stating that the City’s financial situation is very good and should remain that way with continued conservative fiscal practices. He said that a hard copy of the presentation would be furnished to the Council.

There was no response to the Mayor’s call for public testimony.

The recommendation was to provide staff with direction regarding re-scheduling of the March 17^th City Council Goals Setting Workshop and the March 20^th regular City Council meeting.

Council consensus was to reschedule the City Council Goals Setting Workshop for Saturday, March 24 and to maintain the date of March 20 for the regular City Council meeting.
