The meeting was called to order at 8:32 A.M. at the offices of Conservation Strategy Group, 1100 11th Street, Suite 200, Sacramento, notice having been given with affidavit thereto on file.
Present: Mayor Wolowicz, Mayor Pro Tem Long and Councilman Clark
Also present were Assistant City Manager/City Clerk Carolynn Petru, PVPLC Executive Director Barbara Dye and Joe Caves, lobbyist.
Councilman Clark briefed all present on the meeting he and Councilman Stern had on January 6, 2006 with a property owner regarding the possibility entering into a purchase agreement to acquire additional open space land in the Portuguese Bend area.
Mr. Caves briefed all present on the status of obtaining additional funding to complete the City’s Natural Communities Conservation Plan (NCCP) from the California Wildlife Conservation Board and the California Coastal Conservancy. He opined that these agencies might be willing to provide additional support from existing funds if these agencies have assurance that they will receive additional funding sources in the future. This comfort level relies in large part on the future of the three bond measures recently proposed by the Governor, State Senator Perata and Assembly Member Nunez, and whether these measures, if successful, include funding for open space acquisition, particularly funds for the California Coastal Conservancy.
