PLANNING APPLICATIONS

 

The following are planning applications that are typically needed for most development projects in the city:

RESIDENTIAL PLANNING APPLICATION
This residential planning application is necessary for any and all residential development projects except for those projects requiring only approval of a Site Plan Review Application - Minor (see link no. 27 below for a description of work which qualifies for the minor application). 

FEE SCHEDULE

1.) ANTENNA SITE PLAN REVIEW &
NONCOMMERCIAL AMATEUR RADIO ANTENNA PERMIT

2.) COASTAL PERMIT & COASTAL PERMIT PROCEDURES
This application is required for all development in the Coastal Zone in conjunction with other City applications.  Consult Municipal Code Section 17.72 for further information.

3.) CONDITIONAL USE PERMIT APPLICATION
This application is typically used for non-residential projects which add square footage to existing developments or propose new developments.  Consult Municipal Code Section 17.60 for further information.

4.) CORRECTION AND AMENDMENT OF FINAL MAPS
A formal procedure for correcting and amending Final Tract and Parcel Maps is described in Chapter 16.28 of the Rancho Palos Verdes Municipal Code. Under this procedure, a final tract or parcel map may be amended by a Certificate of Correction or an Amending Map

5.) DIVISION OF LAND
This application is required for all division of land or lot splits.  Consult Municipal Code Section 16.04 for further information.

6.) DUMPSTER PERMIT
This application is required for an encroachment permit for a Dumpster Permit:

7.) ENCROACHMENT PERMIT
This application is required for any construction that is proposed within the public right-of-way.

8.) ENVIRONMENTAL ASSESSMENT
This application is needed when it is determined that a project  has a likelihood of resulting in impacts on the environment and that an initial study needs to be prepared to determine the appropriate California Environmental Quality Act (CEQA) review.

9.) EXOTIC ANIMAL PERMIT
This application is for the keeping of certain wild animals or other domestic animals not specifically authorized by the Code.  Consult Municipal Code Section 17.76.110 for further information.

10.) EXTREME SLOPE PERMIT APPLICATION
This application is for minor structures and decks located on a slope 35% or steeper.  Consult Municipal Code Section 17.76.060 for further information.

11.) FENCE, WALL AND HEDGE PERMIT APPLICATION
This application is for the placement of fences, walls and hedges in certain locations or properties which could impact views.  Consult Municipal Code Section 17.76.030 for further information.

12.)FEE WAIVER APPLICATION

13.) GENERAL PLAN AMENDMENT and/or REQUEST FOR INITIATION

14.) GEOLOGIC INVESTIGATION PERMIT
This application is required for all geologic investigative trenching, boring or grading, performed mechanically or by hand.  Consult Municipal Code Section 17.76.130 for further information.

15.) GRADING APPLICATION
This application is for projects involving any earth movement that triggers certain thresholds.  Consult Municipal Code Section 17.76.040 for further information.

17.) HEIGHT VARIATION APPLICATION
This application is for residential additions or projects that exceed 16’ in height.  For more information, consult Municipal Code Section 17.02.040.

18.) INTERPRETATION PROCEDURE FOR OPEN-SPACE HAZARD (OH) AREAS
This application is required when a property owner would like to adjust the OH boundary line on their property not more than 100 feet from it's current location, as indicated on the City's Official Zoning Map. For further information, consult Municipal Code Chapter 17.32

19.) LANDSLIDE MORATORIUM EXCEPTION PERMIT APPLICATION
This application is for projects located within the City’s Landslide Moratorium Area which qualify for an exception to the moratorium pursuant to Paragraphs (B), (H), (K) and (L) of Municipal Code Section 15.20.040.

20.) LANDSLIDE MORATORIUM EXCLUSION
This application is required for a parcel of land to be excluded from the landslide moratorium area.  Consult Municipal Code Section 15.20.100 for further information.

21.) LARGE DOMESTIC ANIMAL PERMIT & CONDITIONAL LARGE DOMESTIC ANIMAL PERMIT
Pursuant to Rancho Palos Verdes Municipal Code Section 17.76.115, the keeping of large domestic animals shall be reviewed by the Director of Planning, Building and Code Enforcement though a Large Domestic Animal Permit application, or by the Equestrian Committee through a Conditional Large Domestic Animal Permit application. By definition (Section 17.96.080), large domestic animals include the following: horses (all equines); goats (all caprines, except uncastrated males, which are specifically prohibited after weaned); and sheep (all ovines).

22.) LARGE FAMILY DAY CARE PERMIT
This application is to conduct family day care within a single-family residence of 9 to 14 children.  Consult Municipal Code Section 17.76.070 for further information.

23.) LOT LINE ADJUSTMENT
This application is required for all lot line adjustments between two or more existing adjacent parcels, where the land taken from one parcel is added to an adjacent parcel, and where a greater number of parcels are not thereby created.  Consult Municipal Code Section 16.08 for further information.

24.) MAILBOX PERMIT
This application is required for issuing an encroachment permit for a Mailbox Permit:

25.) MINOR EXCEPTION PERMIT APPLICATION
This application is to allow certain minor exceptions to the Development Code regulations.  Consult Municipal Code Section 17.66 for further information.

26.) NEIGHBORHOOD COMPATIBILITY HANDBOOK

26.) SITE PLAN REVIEW APPLICATION – MAJOR
This application is the most typical residential project application that is needed for any projects that add square footage to the home and/or increase/decrease lot coverage, including but not limited to:  additions, enclosed patios, deck covers, decks over 30 inches, changes in driveway size/configuration.  For further information, consult Municipal Code Section 17.70.

27.) SITE PLAN REVIEW APPLICATION – MINOR
This application is typically needed for minor residential improvements, including but not limited to:  minor equipment (enclosed water heaters, new A/C units, pool equipment, etc.), pools, spas, chimneys, skylights, solar panels or any other roof-mounted equipment which extends less than 6 inches from the roof surface, garden windows, decks structures less than 30 inches in height.

28.) SIGN PERMIT APPLICATION – PERMANENT OR TEMPORARY
This application is needed to place new signs such as building signs, business identification, neighborhood entry and the like.  Consult Municipal Code Section 17.76.050 for further information.

29.) TEMPORARY BANNER PERMIT APPLICATION
This application is to place temporary banners in the Public Right-Of-Way at locations designated by the City.

30.) SPECIAL CONSTRUCTION PERMIT
This application is required for any construction, grading or landscaping outside of the regular construction hours, on Sundays or on Holidays.  Please consult Municipal Code Section 17.56.020.B for construction hours, days and exemptions, and call (310) 544-5228 for holidays that require Special Construction Permits.

31.) SPECIAL USE PERMIT APPLICATION
This application is for temporary uses on a property as defined by Municipal Code Section 17.62.

32.) STORM WATER MITIGATION PLAN GUIDEBOOK
State Regional Board requires the preparation of a Standard Urban Stormwater Mitigation Plan (SUSMP). The SUSMP must follow a specific template and be submitted to the City for approval.

33.) TEMPORARY VENDOR PERMIT APPLICATION
This application is for certain temporary sales activities allowed in conjunction with certain established uses.  Consult Municipal Code Section 17.62.030 for further information.

34.) VARIANCE
This application is for a proposed project that does not meet City planning regulations.  A variance can only be approved if a project involves a practical difficulty, an unnecessary hardship or a result inconsistent with the general intent and purpose of the Development Code.  Consult Municipal Code Section 17.64 for further information.

36.) ZONE CHANGE PERMIT

IT IS ADVISED THAT BEFORE YOU SUMBIT ANY APPLICATION TO THE CITY THAT YOU CHECK WITH THE PLANNING DEPARTMENT TO CONFIRM THAT IT IS THE CORRECT APPLICATION FOR THE PROJECT YOU ARE CONSIDERING.
