Requested Action: Allow construction of a 5’6" high wrought iron entry gate with pilasters on either side, which exceeds the maximum height of 30-inches within the intersection visibility triangle area on the lot.

Recommendation: Adopt P.C. Resolution No. 2000 - ___, approving Site Plan Review No. 8816, subject to conditions.

3. CODE AMENDMENT NO. 47 – LEAD-IN OR DIRECTIONAL SIGNS IN THE PUBLIC RIGHT-OF-WAY: City of Rancho Palos Verdes. (AM)

A request by the Palos Verdes Peninsula Association of Realtors to amend Section 17.76.050.D.3 (Signs) of Title 17 of the City’s Municipal Code modifying the color requirements for lead-in or directional signs in the public right-of-way.

Recommendation: Review and consider the proposed Code Amendment request and provide Staff with direction pertaining to the draft language to amend Section 17.76.050.D.3 (Signs) of the Rancho Palos Verdes Development Code modifying the color requirements for lead-in or directional signs in the public right-of-way.

4. CODE AMENDMENT NO. 48 – PROHIBITING VIOLATORS OF THE

MUNICIPAL CODE FROM FILING OR PROCESSING A VIEW

RESTORATION, VIEW PRESERVATION OR CITY TREE PERMIT

APPLICATION, City of Rancho Palos Verdes. (AM)

A City initiated code amendment revising Section 17.86.050.A (Enforcement) of Title 17 of the City’s Municipal Code to prohibit filing or processing a View Restoration, View Preservation or City Tree Review application by a property owner of a lot that is in violation of the City’s Municipal Code.

Recommendation: Review and consider the proposed draft language to amend Section 17.86.050.A (Enforcement) of the Rancho Palos Verdes Development Code to prohibit the filing or processing of a View Restoration, View Preservation, City Tree Review or other development or use application by a property owner of a lot that is in violation of the City’s Municipal Code and forward a recommendation on the code amendment to the City Council.

NEW BUSINESS:

  1. Discussion of Standards for Encroachments of Fences, Walls, Pilasters, and

similar structures within the Public Right-of-Way. (DS)

Consider potential amendments to City Council Policy No. 21 regarding standards for encroachments into the public right-of-way.

Recommendation: Review and consider Staff’s proposal to amend existing City Council Policy No,. 31 regarding Encroachments into the Public-right-of-way to include a simplified, staff level permitting process to address certain structures built within the City’s public-rights-of-way that do not present any hazards for pedestrians, equestrians, and traffic, and forward recommendations to the City Council. Additionally, Staff seeks the Planning Commission’s direction on a proposal to change Section I of City Council Policy No. 31 from "Fences and Walls in the right-of-way" to "Fences, Walls, Pilasters and Other Similar Structures in the right-of-way."
