RECESS/COMMENTS FROM THE AUDIENCE ( regarding non-agenda items) at APPROXIMATELY 8:30 P.M.: CONTINUED BUSINESS: (NO ITEMS) PUBLIC HEARINGS: 4. HEIGHT VARIATION NO. 892 and GRADING PERMIT NO. 2130: John Kocsy (applicant), 3151 Deluna Drive. (LL) Requested Action: Allow a total grading of 1,395 cubic yards of earth for the construction of a new 4,612 square foot two-story residence, and an 837 square foot detached 3-car garage on a vacant 23,850 square foot lot. The proposed height of the residence will be 256" in height, as measured from the highest existing grade covered by structure to the proposed ridgeline. Recommendation: Adopt P.C. Resolution No. 2000 - ___, approving Height Variation No. 892 and Grading Permit No. 2130, subject to conditions. 5. ZONE CHANGE NO. 29, COASTAL PERMIT NO. 164, HEIGHT VARIATION NO. 905, SITE PLAN REVIEW NO. 8839, GRADING PERMIT NO. 2195, and MINOR EXCEPTION PERMIT NO. 567: Mr. & Mrs. Richard Carl (applicant), 42 Seacove Drive. (AM) Requested Action: Allow the demolition of an existing 5,283 square foot single family residence and swimming pool/spa for the construction of a new, 9,244 square foot (garage included), two-story, single-family residence. The proposed residence will be constructed at a height of 24-9", as measured from lowest finished grade covered by structure to the top of the highest roof ridgeline, and 19-9" in height, as measured from the highest natural grade covered by structure to the top of the highest roof ridgeline. Additionally the applicants propose to construct a new swimming pool and spa (within existing location), conduct 250 cubic yards of associated grading (combined cut and fill calculations),
construct a new 6 high fence along the front property line with a minor exception permit and adjust the Coastal Setback Line with a Zone Change. The subject property is located within the appealable area of the Citys designated Coastal Zone and therefore requires a Coastal Permit for the proposed development. Recommendation: Review Height Variation No. 905, Grading Permit No. 2195, Minor Exception Permit No. 567, Site Plan Review No. 8839, Coastal Permit No. 164, and Zone Change No. 29, and forward a recommendation to the City Council.
Mr. Dan Evens (applicant), 28615 Mounthood Drive (LL). Requested Action: Allow approval of additions totaling 1,337 square feet to the existing residence consisting of a 39 square foot first story addition, and a 1,298 square foot second story addition. The proposed height of the residence will be 2311", as measured from the highest existing grade covered by structure to the proposed ridgeline. The proposed height of the residence is within the maximum allowable height of twenty-six (260") feet from finished grade. Recommendation: Adopt P.C. Resolution No. 2000 - ___, approving Height Variation No. 904 and Site Plan Review No. 8829, subject to conditions.
Requested Action: The Planning Commission shall review the applicants compliance with the conditions of approval that were approved for Conditional Use Permit No. 208. Conditional Use Permit No. 208 allowed the sale of specific non-automotive items Recommendation: Continue the public hearing to the September 26, 2000 Planning Commission Meeting. 8. CONDITIONAL USE PERMIT NO. 24 REVISION B and TENTATIVE TRACT MAP NO. 33034 AMENDMENT NO.2: Palos Verdes Panorama Owners Association (Panorama Estates), southerly terminus of Calle de Sueños. (KF) Requested Action: Allow modifications to certain conditions of approval for the Panorama Estates community related to: 1) the private status of the portion of the street (Calle de Sueños) within the community; and 2) sewer easements and a former emergency access easement on a portion of a former common open space lot located adjacent to the property at 30630 Calle de Sueños. No gates or other access controls are proposed in conjunction with this application. Recommendation: Adopt P.C. Resolution No. 2000 - ___, approving Conditional Use Permit No. 24-Revision B and recommending approval of Tract No. 33034-Amendment No. 2 to the City Council.
