Requested Action: Allow the subdivision of a 41,606 square foot parcel with an average slope of 24-percent, and currently improved with a single-family residence, into two parcels. Parcel 1 would be a vacant parcel containing a lot area of 20,009 square feet. Parcel 2 would include the existing single-family residence, and contain a lot area of 21,597 square feet.

Recommendation: Adopt P.C. Resolution No. 2000-__, certifying and adopting the Negative Declaration; and adopt P.C. Resolution No. 2000-__, conditionally approving Tentative Parcel Map No. 25706.

4. CONDITIONAL USE PERMIT NO. 214 and GRADING PERMIT NO. 2209: Sprint PCS/Center Professional Building (Paul & Kay Lupo), 28041 Hawthorne Boulevard (KF).

Requested Action: Allow the installation of six roof-mounted antenna panels and related support equipment for Sprint PCS at the Center Professional Building (aka 7-Eleven building), located at the northeast corner of Hawthorne Boulevard and Granvia Altamira.  The requested grading application is for a ±4.33-foot tall retaining wall at the toe of the slope behind the building to create a pad for the support equipment.

Recommendation: Adopt P.C. Resolution No. 2000-__, conditionally approving Conditional Use Permit No. 214 and Grading Permit No. 2209.

5. COASTAL PERMIT NO. 165, VARIANCE NO. 471 and GRADING PERMIT NO. 2192: Mark and Ellen Beal, 114 Spindrift Drive. (KF)

Requested Action: Allow construction of a 1,567-square-foot addition and 76 cubic yards of related grading for an existing 1,588-square-foot single-family residence in the Portuguese Bend Club community. The requested variances include: 1) additions exceeding 250 square feet within the coastal setback area; 2) a roof deck extending more than 10 feet horizontally from the upper-level façade of the house; 3) front- and side-yard setback and lot area open space reductions; 4) increased fence/wall height in the front- and side-yard setback areas; and 5) new construction over an extreme slope area.

Recommendation: Continue this application to the Planning Commission meeting of September 26, 2000.
