Recommendation: Approve the applicants request for a 180 day time extension, from the date of expiration (August 22, 2000) via Minute Order, thereby setting the expiration date as February 22, 2001, with all conditions of approval remaining in full force and effect.
RECESS/COMMENTS FROM THE AUDIENCE ( regarding non-agenda items) at APPROXIMATELY 8:30 P.M.:
Requested Action: Allow sections of tract perimeter fencing up to six feet (60") in height at the tract entries, the installation of two (2) 12-foot-tall or 14-foot-tall, 184-square-foot manned tract entry observation booths in the public rights-of-way of Via Vicente and Calle Entradero (at Palos Verdes Drive West), and the installation of permanent and temporary tract identification signs for the Oceanfront project. Functional vehicle or pedestrian gates are not permitted for this project, but decorative, non-functional vehicle gates are proposed in conjunction with the tract entry observation booths. As an alternative, the applicant proposes installation of three (3) 15-foot-tall, 329-square-foot manned tract entry observation booths in the public rights-of-way of Paseo de la Luz, Via del Cielo and Calle Viento, which are the interior streets of the tract.
Recommendation: Adopt P.C. Resolution No. 2000 - ___, approving Conditional Use Permit No. 158-Revision C and Sign Permit No. 1096 for the tract perimeter fence modifications and identification signage only, and denying Coastal Permit No. 94-Revision A and Encroachment Permit No. 32 without prejudice for the manned tract entry observation booths.
4. SITE PLAN REVIEW NO. 8697-REVISION "A": The Villas at Rancho Palos Verdes [formerly know as the Porto Verde Apartments], (applicant), 6600 Beachview Drive. (ES)
Requested Action: Modify Conditions of Approval 13 and 15 that required the use of a transparent (lexan) glass along the perimeter of the new tennis court, and allow the use of an 8-foot high chain link fence, which will replace the existing 12-foot high chain link fence.
Recommendation: Adopt P.C. Resolution No. 2000 - ___, thereby approving Site Plan Review No. 8697-Revision "A", amending Condition of Approval Nos. 13 and 15.
Joe Nassiri, (applicant), 3787 Coolheights Drive. (AM)
Requested Action: Allow the construction of a new, 5,409 square foot (garage included), two-story, single-family residence on an unimproved lot. The proposed residence will be constructed off the existing building pad at a height of 26, as measured from the highest pre-construction grade elevation (752.00) of the building pad, to the top of the highest roof ridgeline (780.00) of the proposed structure. Additionally the applicants propose to conduct 819 cubic yards of associated grading (combined cut and fill calculations) and construct a new 6 high combination fence/wall along the front property line with a Minor Exception Permit.
Recommendation: Staff recommends that the Planning Commission continue table the public hearing, with appropriate public notices re-circulated and republished in accordance to the Development Code, prior to any hearings on the project.
6. HEIGHT VARIATION NO. 900 and SITE PLAN REVIEW NO. 8768:
Craig Quinn, (applicant), 5743 Sunmist Drive. (AM).
Requested Action: Allow the construction of a 570 square foot addition to an existing, 2,873 square foot (garage included), two-story single-family residence, at a height of 24, as measured from the lowest finished grade covered by structure. The proposed addition consists of a 94 square foot expansion to the existing garage and a 476 square foot expansion to the second story, over the existing garage.
Recommendation: Adopt P.C. Resolution No. 2000 ___, approving, with conditions, Height Variation No. 900 and Site Plan Review No. 8768.
