The residence will measure 7.25 feet tall, as measured from the average elevation of the front setback to the highest ridgeline of the residence; and 30 feet tall, as measured from the lowest elevation where the foundation meets the finished grade to the highest ridgeline of the residence. The revision to the Conditional Use Permit is to allow a modification to the building footprint approved for the lot in 1977 and to allow 7% deviation in the maximum allowable lot coverage. The Grading Permit is to allow the 561 cubic yards (253 cubic yards of cut, 308 cubic yards of fill, including 55 yards of import) of grading, Recommendation: Staff recommends that the Planning Commission: 1) Review the proposed draft language for the code amendments to Section 17.02.030 and 17.02.040 of Title 17 of the City’s Municipal Code as it pertains the Neighborhood Compatibility and the Roof Deck requirements; 2) Review the proposed amendments to the Height Variation Guidelines pertaining to the changes to the Neighborhood Compatibility criteria; 3) Review the Neighborhood Compatibility Handbook; and, 4) If deemed acceptable, provide Staff with a recommendation for consideration by the City Council. Request: A request to construct a new two-story 7,204 square foot residence on a downsloping lot. 2.HEIGHT VARIATION AND GRADING PERMIT (CASE ZON2002-00185): 3290 Via Campesina / Ishimori (DB)

P.C. RESOLUTION NO. 2003-__

Request: A request to construct a new 7,338 square foot single-family residential dwelling unit and grade 398 cubic yards of earth. The Height Variation is to allow the proposed project to exceed 16 feet in height. As proposed, the residence will measure 23.5’ from the lowest elevation where the finished grade is adjacent to the building foundation/slab (541’) to the highest roof ridgeline (564.5’), and 20.25’ from the highest elevation where the finished grade is adjacent to the building foundation/slab (544.25’) to the highest roof ridgeline. The Grading Permit is to allow the 201 cubic yards of cut and 197 cubic yards of fill (398 cubic yards total). The Grading Permit includes a request for eleven caissons for the residence, which have a depth of up to 27.08’ below finished grade.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-___; thereby approving, with conditions, the Height Variation and Grading Permit (Case No. ZON2002-00185).

3.COASTAL PERMIT, GRADING, VARIANCE, AND SITE PLAN REVIEW PERMIT (CASE ZON2002-00189): 8 Seacove / Swank (DB)

P.C. RESOLUTION NO. 2003-__

Request: A request to construct a 12 square foot room addition, reduce the size of an existing swimming pool from 742 square feet to 288 square feet, construct a new 29 square foot spa, and increase the size of the driveway. The Coastal Permit is to allow the project within an appealable area of the coastal zone. The Grading Permit is to allow 132 cubic yards (8 cubic yards of cut; 124 cubic yards of fill, including 116 cubic yards of import) of grading. The Site Plan Review is for the driveway expansion, the addition, the reduction of the pool, and the spa. The Variance is to allow the spa to be located within the Coastal Setback Zone.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby approving, with conditions, a Coastal Permit, Grading Permit, Variance, and Site Plan Review (Case No. ZON2002-00189).

4.VARIANCE, HEIGHT VARIATION, AND GRADING PERMIT (CASE NO. ZON2002-00388): 6512 Nancy Road / Podesta (ES)

Request: A request to allow 3,592 square feet of additional floor area to an existing residential structure on a pad lot. The design of the addition will be two-story, located at the rear of the existing residence, and will attach to the existing detached garage. The project will result in a 6,606 square foot residence with attached garage. Although the roof ridgeline of the existing residence will not be raised, the resulting overall height of the residence will measure 33.48-feet, which exceeds the 26-foot height limit that may be requested. A new 196 square foot pool cabana is proposed at the rear of the property. Lastly, a total of 238 cubic yards of grading is proposed.

Recommendation: Staff recommends that the Planning Commission continue the item to the April 22, 2003 Planning Commission Meeting.

5.A PROPOSED CODE AMENDMENT TO THE CITY’S NEIGHBORHOOD COMPATIBILITY AND ROOF DECK CRITERIA (CASE NO. ZON2003-00134): Citywide (AM)

5. B ADDENDUM NO. 7 TO ENVIRONMENTAL ASSESSMENT/

Request: A request to amend Section 17.02.030 of Title 17 of the City’s Municipal Code as it pertains to the Neighborhood Compatibility and Roof Deck analysis. The proposed amendment is based on direction given by the City Council and Planning Commission at its February 8, 2003 joint workshop to adopt new policies and procedures to the City’s Neighborhood Compatibility review process. The Code Amendment would increase the types of projects that require the Neighborhood Compatibility analysis and would replace the current Roof Deck standards with the Neighborhood Compatibility analysis. Furthermore, the City’s Height Variation Guidelines are proposed to be amended to incorporate the modifications to the Neighborhood Compatibility criteria, and a Neighborhood Compatibility Handbook, that explains the City’s new policies and procedures on Neighborhood Compatibility.
