RE-SCHEDULING THE AUGUST 12, 2003 PLANNING COMMISSION MEETING: City (JR) Request: Due to a potential lack of quorum for the August 12, 2003 Planning Commission meeting, a consideration to re-schedule the meeting to another date to avoid the possibility of: 1) overbooking the August 26, 2003 Planning Commission Meeting, and 2) having to request a 90-day extension from the Permit Streamlining Act for a project. Recommendation: Staff recommends that the Planning Commission re-schedule the August 12, 2003 Planning Commission Meeting to Wednesday, August 6, 2003. CONTINUED BUSINESS: 2. SITE PLAN REVIEW PERMIT—APPEAL (CASE ZON2002-00001): 30650 Palos Verdes Drive East / Wolf (Owner) / Reed (Appellant) (ES) Request: An appeal of the Director’s decision to approve Case No. ZON2002-00001 for a Site Plan Review, allowing for the construction of a new 3,220 square foot one-story, single-family residence on an existing vacant lot. Recommendation: Staff recommends that the Planning Commission continue the item to a date certain. 3. COASTAL SAGE SCRUB HABITAT PROTECTION ORDINANCE: Citywide / City (JR) Request: A request to adopt an Ordinance relating to the conservation and management of Coastal Sage Scrub habitat and establishing regulations and procedures applicable thereto. Recommendation: Staff recommends that the Planning Commission table the item, thus allowing the item to be brought back at a later date after a new public hearing notice is provided. Recommendation: Staff recommends that the Planning Commission continue this item to a future date, beyond July 22, 2003, to allow Staff more time to compile the comprehensive report on the matter requested by the Commission on June 24, 2003. PUBLIC HEARINGS: 5. GRADING PERMIT (CASE ZON2003-00066): 5˝ Rockinghorse Dr./ Podesta (ES) Request: A request to conduct 1,959 cubic yard of grading to accommodate the construction of a new split-level, single-family residential structure with attached garage on a vacant flag-lot. The new residence will measure 12-feet high as measured from the highest existing (pre-construction) grade elevation to ridge, and 26-feet in overall height as measured from lowest finish grade elevation to ridge. Lastly, the resulting structure size will be 4,703 square feet (including garage). Recommendation: Staff recommends that the Planning Commission continue the item to a date certain. 6. HEIGHT VARIATION PERMIT (CASE ZON2003-00143): 2925 Crest Rd./Herft (ES) Request: A request to allow a 443 square foot expansion to the existing second story, resulting in a 4,483 square foot residence (garage area included). The overall height of the proposed addition will measure 21’-10". Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, approving a Height Variation (Case No. ZON2003-00143). 7. HEIGHT VARIATION PERMIT (CASE ZON2003-00099): 2038 Redondela Drive / Tomich (BY) 7. A Draft P.C. Resolution No. 2003-_ Request: A request to allow the construction of 498 square feet of second-story additions, at a height of 22’, as measured from the finished grade adjacent to the lowest foundation (99.50’) to the highest ridge (121.50’), and 21.7’, as measured from the highest elevation to be covered by structure (99.80’) to the highest ridge. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, approving a Height Variation (Case No. ZON2003-00099). 8. CONDITIONAL USE PERMIT NO. 119 REV. "B" (CASE ZON2003-00108): 30940 Hawthorne Blvd. / SpectraSite (RL) Request: A request to allow modifications to the existing monopole located on City Hall property. The modifications will include replacing some of the existing whip antennas on the existing pole with smaller panel antennas. The proposal does not include an alteration to the existing height of the monopole and/or allowing additional cellular carrier companies to use the monopole. Recommendation: Staff recommends that the Planning Commission table the item, thus allowing the item to be brought back at a later date after a new public hearing notice is given. However, if an extension request is not submitted by the applicant prior to the hearing, Staff recommends that the Planning Commission deny the application without prejudice.
