1. GRADING PERMIT & MINOR EXCEPTION PERMIT (CASE ZON2003-00066): 5½ Rockinghorse Drive / Podesta (ES)

1.A P.C. RESOLUTION NO. 2003-

Request: A request to conduct 1,959 cubic yards of grading to accommodate the construction of a new split-level, single-family residential structure with attached garage on a vacant flag-lot. The new residence will measure 12-feet high as measured from the highest existing (pre-construction) grade elevation to ridge, and 26-feet in overall height as measured from lowest finish grade elevation to ridge. Lastly, the applicant requests to construct a 10-foot high retaining wall along the driveway to ensure compliance with the Fire Department’s access requirements, and to exceed the maximum allowable lot coverage.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, conditionally approving Case No. ZON2003-00066.

2. COASTAL SAGE SCRUB HABITAT PROTECTION ORDINANCE: Citywide / City (JR)

Request: A request to adopt an Ordinance relating to the conservation and management of Coastal Sage Scrub habitat and establishing regulations and procedures applicable thereto.

Recommendation: Staff recommends that the Planning Commission review the draft ordinance language and, if acceptable, forward the draft ordinance to the City Council for approval.

3. VARIANCE PERMIT (CASE ZON2003-00295): 29671 North Enrose Avenue / Marinkovich (BY)

Request: A request to legalize a 6’-1" high combination of retaining wall and railing within the front yard setback area.

Recommendation: Staff recommends that the Planning Commission adopts P.C. Resolution No. 2003-__, denying Variance Permit (Case No. 2003-00295).
