1. HEIGHT VARIATION, MINOR EXCEPTION PERMIT, AND SITE PLAN REVIEW PERMIT (CASE ZON2003-00215): 7316 Via Lorado / Salem (DB)

Request: A request to construct a 1,827 square foot two story addition to an existing 3,184 square foot one story residence and to permit an existing six-foot tall fence. The proposed addition measures 25.68’ high, as measured from the lowest grade adjacent to the building foundation/slab (100.32’) to the highest ridgeline of the residence (126’), and 25.28’ high, as measured from the highest grade adjacent to the foundation/slab (100.78’) to the highest ridgeline of the residence. The Minor Exception Permit is to allow an existing after-the-fact six-foot tall wrought iron, with pilaster, fence that is located between the façade of the residence and the front and street-side property line. Additionally, the Site Plan Review is to allow said fence within the Intersection Visibility Triangle.

Recommendation: Staff recommends that the Planning Commission Adopt P.C. Resolution No. 2003-__, thereby approving, with conditions, the Height Variation and Site Plan Review, and denying, with prejudice, the Minor Exception Permit (Case No. ZON2003-00215)

2. CONDITIONAL USE PERMIT NO. 119 REV. "B" (CASE ZON2003-00108): 30940 Hawthorne Blvd. / SpectraSite (RL)

Request: A request to allow modifications to the existing monopole located on City Hall property. The modifications will include replacing some of the existing whip antennas on the monopole with panel antennas. The proposal does not include an alteration to the existing height of the monopole and/or allowing additional cellular carrier companies to use the monopole.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, thereby, denying, without prejudice, the submitted revision to Conditional Use Permit No. 119.

3. CONDITIONAL USE PERMIT (CASE ZON2003-00282): 6510 Ocean Crest Drive/ Trillium Telecom Services for Sprint PCS (DB)

Request: A request to allow the installation of eight panel antennas (four sectors; two per sector), within four faux chimneys to be constructed on the roof of the existing building and the construction of the related equipment on the roof.

Recommendation: Staff recommends that the Planning Commission consider the applicant’s request to obtain feedback on the current proposal and possible alternatives and continue the public hearing for the Conditional Use Permit (Case No. ZON2003-00282) to the November 11, 2003 Planning Commission meeting.

4. CONDITIONAL USE PERMIT (CASE ZON2003-00283): 7000 Los Verdes / Sprint PCS (ES)

Request: A request to remove an existing 28-foot high light pole in the parking lot area of the Los Verdes Golf Course, and replace it with a new 28-foot high light pole at the same location with two (2) antenna panels mounted on the pole. Further, an equipment cabinet is proposed adjacent to the pole.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby conditionally approving Case No. ZON2003-00283.

5. GRADING AND SITE PLAN REVIEW PERMIT—APPEAL (CASE ZON2003-00039): 30637 Calle de Suenos / Rice (Owner) / Gupta (Appellant) (DB)

Request: A request to overturn the Director’s approval of a 9,206 square foot single family residence on a 37,084 square foot unimproved parcel. The proposed residence has a height of 15.75’, as measured from the front setback line to the highest ridgeline of the residence, and 29.5’, as measured from the lowest grade adjacent to the foundation/slab to the highest ridgeline of the residence. The Grading Permit is a request to allow 821 cubic yards (731 cubic yards cut, 90 cubic yards fill, and 641 cubic yards export) of grading and the construction of the residence. The Site Plan Review is a request to construct a pool with spa and related equipment to the rear (west side) of the proposed residence

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby denying the appeal and upholding the Director’s approval of the Grading Permit and Site Plan Review (Case No. ZON2003-00039).

6. VIEW RESTORATION PERMIT NO. 136: 29906 Avenida Magnifica / Benner (TN)

Request: A request to trim and/or remove view-impairing foliage on a property located at 29902 Avenida Magnifica has been withdrawn by the applicant after the notice of a public hearing was sent and published in the newspaper.

Recommendation: Staff recommends that the Planning Commission accept the withdrawal of the application and take no further action on this matter.

7. COASTAL SAGE SCRUB HABITAT PROTECTION ORDINANCE: Citywide / City (JR)

Request: A request to adopt an Ordinance relating to the conservation and managementof Coastal Sage Scrub habitat and establishing regulations and procedures applicablethereto.

Recommendation: Staff recommends that the Planning Commission review the proposed ordinance and continue the public hearing to October 28, 2003 to allow Staff to make additional modifications to the ordinance in response to public comments received thus far on the current draft ordinance.

8. GENERAL PLAN CONSISTENCY FINDING (CASE ZON2003-00535): LAUSD / Dodson Middle School (KF)

Request: A finding of consistency with the Rancho Palos Verdes General Plan for the placement of four (4) additional portable classroom buildings at Dodson Middle School

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, finding the placement of four (4) additional portable classroom buildings at Dodson Middle School inconsistent with the General Plan

9. REVIEW THE EXISTING CODE DEFINITION OF A HEDGE: Citywide / City (JR)

Request: A request by Commissioner Duran Reed to review and consider a possible amendment to the definition of a "hedge" currently contained in the City’s Development Code.

Recommendation: Staff recommends that the Planning Commission review the current definition and provide staff with direction.
