1. HEIGHT VARIATION, MINOR EXCEPTION PERMIT, AND SITE PLAN REVIEW PERMIT (CASE ZON2003-00215): 7316 Via Lorado / Salem (DB)

1.A P.C. RESOLUTION NO. 2003-__

Request: A request to construct a 1,827 square foot two story addition to an existing 3,184 square foot one story residence and to permit an existing six-foot tall fence. The proposed addition measures 25.68’ high, as measured from the lowest grade adjacent to the building foundation/slab (100.32’) to the highest ridgeline of the residence (126’), and 25.28’ high, as measured from the highest grade adjacent to the foundation/slab (100.78’) to the highest ridgeline of the residence. The Minor Exception Permit is to allow an existing after-the-fact six-foot tall wrought iron, with pilaster, fence that is located between the façade of the residence and the front and street-side property line. Additionally, the Site Plan Review is to allow said fence within the Intersection Visibility Triangle.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, thereby approving, with conditions, the Site Plan Review; denying, without prejudice, the Height Variation; and denying, with prejudice, the Minor Exception Permit (Case No. ZON2003-00215).

2. REVIEW THE EXISTING CODE DEFINITION OF A HEDGE: Citywide / City (JR)

Request: A request by Commissioner Duran Reed to review and consider a possible amendment to the definition of a "hedge" currently contained in the City’s Development Code.

Recommendation: Staff recommends that the Planning Commission review the current

Development Code definition of a "hedge" and provide staff with direction as to whether it

should be amended.

3. GRADING PERMIT (CASE ZON2003-00299): 6417 Corsini Place / Androsevic (DB)

Request: A request to conduct 315 cubic yards (269 cubic yards cut and 46 cubic yards fill) of grading, and construct a 684 square foot guest house, 720 square foot game/equipment room, 232 square foot trellis patio cover, 56 square foot trellis patio cover, and 2,200 square foot swimming pool.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby approving, with conditions, the Grading Permit and Site Plan Review (Case No. ZON2002-00299).

4. GENERAL PLAN CONSISTENCY FINDING (CASE ZON2003-00535): LAUSD / Dodson Middle School (KF)

Request: A finding of consistency with the Rancho Palos Verdes General Plan for the placement of four (4) additional portable classroom buildings at Dodson Middle School

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, finding the placement of four (4) additional portable classroom buildings at Dodson Middle School inconsistent with the General Plan

5. CODE AMENDMENT TO CLARIFY THE APPLICATION OF THE 16-FOOT HEIGHT LIMIT AND THE VIEW FINDINGS FOR HEIGHT VARIATION AND GRADING APPLICATIONS (Case No. ZON2003-00417): Citywide / City (AM & JR)

5.A P.C. RESOLUTION NO. 2003-__

Request: A request to draft code amendment language to clarify the Height Variation and Grading Application findings not addressed by the City Council on July 15, 2003.

Recommendation: Staff recommends that the Planning Commission review the draft code amendment text language provided by the Commission at its September 23rd meeting, and if deemed acceptable, adopt Resolution No. 2003-___ forwarding a recommendation to the City Council.

6. COASTAL SAGE SCRUB HABITAT PROTECTION ORDINANCE: Citywide / City (JR)

Request: A request to adopt an Ordinance relating to the conservation and management

of Coastal Sage Scrub habitat and establishing regulations and procedures applicable

thereto.

Recommendation: Staff recommends that the Planning Commission table this item allowing it to be brought back at a future meeting after a new public notice is provided.

PUBLIC HEARINGS:

7. VARIANCE AND SITE PLAN REVIEW PERMIT (CASE ZON2003-00312): 4043 Admirable Drive/ Sherman (DB)

Request: A request to construct a 574 square foot single story addition to an existing 2,319 square foot single-family residence. The proposed addition will be 15.2’ high, as measured from the highest grade adjacent to the foundation/slab to the ridgeline of the house, and 16’ high, as measured form the lowest grade adjacent to the foundation/slab to the highest ridgeline of the residence. The Site Plan Review application is to allow the addition, while the Variance application is to allow the proposed addition to deviate from the 20’ required front yard setback by 5’-10", thus providing a 14’-2" front yard setback.

Recommendation: Staff recommends that the Planning Commission continue the Variance and Site Plan Review (Case No. ZON2003-00312) to the November 11, 2003 Planning Commission meeting.

8. CONDITIONAL USE PERMIT REVISION (CASE ZON2003-00205): 5845 Crestridge Road / Church of Christ Latter Day Saints (ES)

Recommendation: Staff recommends that the Planning Commission hear a status report from the ad hoc subcommittee and provide Staff with direction.
