Recommendation: Staff recommends that the Planning Commission continue Site Plan Review (Case No. ZON2003-00470), to the November 25, 2003 Planning Commission meeting. 2. SITE PLAN REVIEW (CASE ZON2003-00591): S/W Conner of Sea Hill Drive and Palos Verdes Drive South / Bobbie Masters (ES) Request: A request to construct a 42-inch high tract entry sign with pilaster within the Intersection Visibility Triangle. Recommendation: Staff recommends that the Planning Commission approve Case No. ZON2003-00591, via Minute Order. CONTINUED BUSINESS: 3. CONDITIONAL USE PERMIT (CASE ZON2003-00282): 6510 Ocean Crest Drive/ Trillium Telecom Services for Sprint PCS (DB) 3A. P.C. RESOLUTION NO. 2003-__ Request: A request to allow the installation of eight panel antennas (four sectors; two per sector) onto the façade of the existing apartment building and mount the related equipment to the roof of the building. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby approving, with conditions, the Conditional Use Permit (Case No. ZON2003-00282). 4. VARIANCE AND SITE PLAN REVIEW PERMIT (CASE ZON2003-00312): 4043 Admirable Drive/ Sherman (DB) 4A. P.C. RESOLUTION NO. 2003-__ Request: A request to construct a 574 square foot single story addition to an existing 2,319 square foot single-family residence. The proposed addition will be 15.2’ high, as measured from the highest grade adjacent to the foundation/slab to the ridgeline of the house, and 16’ high, as measured form the lowest grade adjacent to the foundation/slab to the highest ridgeline of the residence. The Site Plan Review application is to allow the addition and a raised deck in the rear yard. The Variance application is to allow the proposed addition to deviate from the 20’ required front yard setback by 5’-10", thus providing a 14’-2" front yard setback, and a 7’ tall wall along the west property line (6’ is maximum allowable by Development Code). Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby approving, with conditions, the Site Plan Review and denying, with prejudice, the Variance (Case No. ZON2003-00312). Request: A request to revise the existing parking lot lighting plan by removing some existing light standards, replacing other light standards with taller light standards, and providing additional lights in other areas of the parking lot. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___ certifying Mitigated Negative Declaration; and adopt P.C. Resolution No. 2003-__, conditionally approving Case No. ZON2003-00205 for a Conditional Use Permit revision. 6. MINUTES OF SEPTEMBER 23, 2003 7. MINUTES OF OCTOBER 14, 2003 PUBLIC HEARINGS: 8. CONDITIONAL USE PERMIT (CASE ZON2003-00508): 31212 Palos Verdes Drive West (Women’s Fitness & Weight Loss Center—Golden Cove Center) / Farmen (RL) 8A.P.C. RESOLUTION NO. 2003-__ 8B. Exhibit "A" Request: A request for Revision "C" to Conditional Use Permit No. 206 to allow a fitness and weight loss center for women to be located within the Golden Cove shopping center at 31212 Palos Verdes Drive West. The fitness and weight loss center is proposed to be located on the first floor of the main complex and will open during the weekdays from 6:30 a.m. to approximately 7 p.m. in the evening, from 8 a.m. to 1 p.m. on Saturday, and will be closed on Sunday. There are no scheduled workout classes proposed. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, thereby, approving, with conditions, Revision "C" to Conditional Use Permit No. 206. 9. HEIGHT VARIATION PERMIT (CASE ZON2003-00304): 5900 Clint Place / Tavasci (DB) 9A. P.C. RESOLUTION NO. 2003-__ Request: A request to construct a 1,377 square foot two story addition to an existing 2,603 square foot two story residence. The proposed addition, measures 25’-9" high, as measured from the lowest grade adjacent to the building foundation/slab to the highest ridgeline of the residence, and 25’-0" high, as measured from the highest grade adjacent to the foundation/slab to the highest ridgeline of the residence. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby approving, with conditions, the Height Variation (Case No. ZON2003-00304). 10. CONDITIONAL USE PERMIT—REVISION "D" (CASE ZON2003-00381): 5975 Armaga Spring Road / Mount Olive Lutheran Church (BY) 10A. P.C. RESOLUTION NO. 2003-__ 10B. EXHIBIT ‘A’ Request: A request to allow the expansion of the existing playground by 4,730 square feet; and the annual review of the parking plan. The playground expansion does not include an increase in the number of students attending the school, nor the number of students using the playground at one time. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, conditionally approving Conditional Use Permit Case No. ZON2003-00381 (Rev. "D"). 11. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___, approving VRP No. 138 to trim or remove foliage on property located in the Rancho Palos Verdes Estates Homeowner’s Association common area adjacent to 2 Paseo De Castana, in order to restore the applicant’s view.
