1. VIEW RESTORATION PERMIT NO. 165: 5403, 5411, and 5417 Littlebow Road / Lee (5403), Fukunaga (5411), and Spolher (5417) (JA)

(This item was continued from the March 23, 2004 Planning Commission meeting)

Request: A request to trim and/or remove foliage located at 5434 Manitowac Road, in order to restore the views from 5403, 5411, and 5417 Littlebow Road.

Recommendation: Staff recommends that the Planning Commission Adopt P.C. Resolution No. 2004-___, approving VRP No. 165 to trim and/or remove foliage on a property located at 5434 Manitowac Road in order to restore the applicants’ view.

2. CODE AMENDMENT REGARDING 16' BUILDING HEIGHT (ZON2003-00417): City (AM)

Request: A request to review the new Height Variation application findings.

Recommendation: Staff recommends that the Planning Commission receive and file Staff’s summary report of the adopted code amendments pertaining to the 16-foot height limit and take no further action on this matter.

3. VIEW RESTORATION PERMIT NO. 161: 7256 and 7264 Berry Hill Drive / Young and Van Klooster (TN)

(This item was continued from the March 9, 2004 Planning Commission meeting)

Request: A request to trim, lace and/or remove foliage located at 30466 Via Cambron, in order to restore a view from 7256 and 7264 Berry Hill Drive.

Recommendation: Staff recommends that the Planning Commission continue the public hearing to the April 27, 2004 Planning Commission meeting.

4. HEIGHT VARIATION PERMIT/GRADING PERMIT/VARIANCE (CASE ZON2003-00562): 7455 Via Lorado (Lot #1 – Northern Lot) / Kerendian (RL)

Request: A request to allow the construction of a new 5,934 square-foot single-family residence on a vacant lot with associated cut/fill of 737 cubic yards of dirt for the placement of the new structure on the lot. The new residence is proposed to measure a maximum height of 26’-0", as measured from grade adjacent to the lowest foundation to the top of the roof ridgeline. The Variance request is to allow the second story of the structure to encroach into the required front second story setback area for new structures on upsloping lots.

Recommendation: Staff recommends that the Planning Commission accept the withdrawal of the above referenced applications.

5. HEIGHT VARIATION PERMIT/GRADING PERMIT/VARIANCE/SITE PLAN REVIEW (CASE ZON2003-00563): 7455 Via Lorado (Lot #2 – Southern Lot) / Forouzesh (RL)

Request: A request to allow the construction of a new 6,484 square-foot single-family residence on a vacant lot with associated cut/fill of 352 cubic yards of dirt for the placement of the new structure on the lot. The new residence is proposed to measure a maximum height of 26’-0", as measured from grade adjacent to the lowest foundation to the top of the roof ridgeline. The Variance request is to allow the second story of the structure to encroach into the required front second story setback area for new structures on upsloping lots. The Site Plan Review request is to allow the placement of a wall taller than 30" within the City’s intersection visibility triangle.

Recommendation: Staff recommends that the Planning Commission accept the withdrawal of the above referenced applications.

6. CONDITIONAL USE PERMIT (CASE ZON2004-00003): 3960 Crest Road (California Water Service) / Sprint Wireless (ES)

6A. P.C. RESOLUTION NO. 2004-

Request: A request to locate two (2) antenna panels on an existing utility power pole adjacent to an existing concrete tank on private property. The antenna panels will measure 26" by 26", and will be mounted on a new cross-arm at a height of 26’-4". Further, an equipment cabinet is proposed between the tank and an existing storage shed.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-__, conditionally approving Case No. ZON2004-00003 for a conditional use permit.

7. REVISION TO CONDITIONAL USE PERMIT NO. 191 (CASE ZON2003-00655): 6507 Ocean Crest / Cingular Wireless (DB)

7A. P.C. RESOLUTION NO. 2004-__

Request: An after the fact request to install additional equipment cabinets on the roof of the existing structure.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-___; thereby approving, with conditions, the revision to Conditional Use Permit No. 191 (Case No. ZON2003-00655).

8. VIEW RESTORATION PERMIT NO. 123: 28541 Palos Verdes Drive East / White (JA)

Request: A request to trim and/or remove foliage located at 1 Bronco Drive, 28419 & 28428 Cayuse Lane, 92 Headland Drive, and 28527 & 28531 Palos Verdes Drive East, in order to restore the view from 28541 Palos Verdes Drive East.

Recommendation: Staff recommends that the Planning Commission continue the public hearing to the May 11, 2004 Planning Commission meeting.

9. REVIEW OF THE CITY TREE REVIEW PERMIT PROCESS (Case No. ZON2004-00160): City (JA)

Request: A City-initiated request to forward to the City Council, a recommendation to amend Section 17.76.100 of the RPV Municipal Code pertaining to provisions of the City Tree Review Permit process.

Recommendation: Staff recommends that the Planning Commission continue the public hearing to the April 27, 2004 Planning Commission meeting.
