CONTINUED BUSINESS: 1. EQUESTRIAN CODE AMENDMENT (CASE NO. ZON2004-00264): City (DB) Request: A request to amend Section 17.46.060 of the Municipal Code to require every residential property located within an Equestrian (Q) Overlay District to maintain a certain portion of their property as open space, so as not to preclude future possible horse keeping. Recommendation: Staff recommends that the Planning Commission review the proposed code amendment language, accept public testimony, and either deny the proposal or forward a recommendation to the City Council to amend the Citys Development Code as proposed by the Citys Equestrian Committee. (This item was continued from the September 14, 2004 Planning Commission meeting) 2. GRADING PERMIT/HEIGHT VARIATION PERMIT (CASE NO. ZON2002-00507): ---------------(BY) 2B.Exhibit "A" Request: A request to allow the construction of a new 5,071 square foot two-story single family residence, at a height of 16.95, as measured from the highest elevation of existing building pad to be covered by the structure (101.05) to the highest ridge (118.0), and 21.2, as measured from the point where the lowest foundation meets finished grade (96.80) to the highest ridge. The request is also to allow the grading of 1,035 cubic yards of cut to lower the building pad by 4-7". Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-__, conditionally approving Case No. ZON2002-00507. PUBLIC HEARINGS: 5. HEIGHT VARIATION PERMIT (CASE NO. ZON2004-00285): 28631 Quailhill Drive / Klashman (ES) Request: A request to construct a 1,039 square foot second story addition over an existing one-story residence. The second story addition will be concentrated towards the northwest corner of the residence, will result in a 3,753 square foot structure (garage included), and will result in a 23-6" high structure as measured from adjacent lowest finish grade elevation to the ridgeline of the new second story. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-__, conditionally approving Case No. ZON2004-00285. 6. HEIGHT VARIATION PERMIT (CASE NO. ZON2004-00270): 2043 Beecham Drive / Padilla (BY) Request: A request to allow the construction of 419 square feet of first story additions and a 799 square foot second story addition. The proposed structure is proposed at a maximum height of 23.87, as measured from the point where the lowest foundation meets finished grade (104.62), and 23.17, as measured from the highest grade covered by structure (105.32) to the highest ridge (128.49). Recommendation: Staff recommends that the Planning Commission to adopt P.C. Resolution No. 2004-__, conditionally approving Case No. ZON2004-00270. 7. REVISION TO HEIGHT VARIATION PERMIT (CASE NO. ZON2004-00366): 6512 Nancy Road / Tillman (ES) Request: A request to revise the approval of ZON2002-00388 that allowed a 3,592 square foot two story addition to the rear of an existing residential structure and a 196 square foot pool cabana on a pad lot that resulted in a 6,802 square foot structure. The revision includes a reduction in the size of the additions from 3,788 square feet to 3,618 square feet, resulting in a 6,632 square foot residential structure with attached garage, and no pool cabana. The project includes extending and maintaining the existing roof ridgeline; and, although the roof ridgeline will not be raised, the resulting overall height of the residence will increase from 30.66-feet to 34.3-feet, which exceeds the 26-foot height limit that may be requested by a Height Variation. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-__, denying Case No. ZON2004-00366. NEW BUSINESS: NONE. APPROVAL OF MINUTES: 8.
