Commission: COMMENTS FROM THE AUDIENCE (regarding non-agenda items): CONSENT CALENDAR: NONE. CONTINUED BUSINESS: 1. HEIGHT VARIATION PERMIT (Case No. ZON2004-00087): 28129 Ella Road/ Anderson (DB) Request: A request to construct a 1,246 square foot addition to an existing 2,282 square foot residence. The proposed addition, measures 24.6 high, as measured from the lowest grade adjacent to the building foundation/slab (102.5) to the highest ridgeline of the residence (127.1), and 23.83 high, as measured from the highest elevation of existing building pad covered by structure (103.27) to the highest ridgeline of the residence. Recommendation: Staff is recommending that the Planning Commission continue the Height Variation (Case No. ZON2004-00087), to the Planning Commission meeting on October 12, 2004. (This item was continued from the July 13, 2004 Planning Commission meeting) 2. HEIGHT VARIATION PERMIT/GRADING PERMIT (CASE NO. ZON2002-00507): Request: A request to allow the construction of a new 5,775 square foot two-story single family residence, at a height of 17.95, as measured from the highest elevation of existing building pad to be covered by the structure (101.05) to the highest ridge (119.0), and 24.5, as measured from the point where the lowest foundation meets finished grade (94.50) to the highest ridge. The request is also to allow the grading of 1,035 cubic yards of cut to lower the building pad by 4-7". Recommendation: Staff recommends that the Planning Commission continue the item to the September 28, 2004 Planning Commission meeting. (This item was continued from the July 27, 2004 Planning Commission meeting) 3. NEIGHBORHOOD COMPATIBILITY CODE AMENDMENT: City (AM) Request: A request to consider amendments to the current Neighborhood Compatibility requirements based on the one year review of the process and amendments initiated by the City Council. Recommendation: Staff recommends that the Planning Commission: 1) Review the proposed code amendment language to Section 17.02.030 of Title 17 of the Citys Municipal Code establishing exemptions to the Neighborhood Compatibility requirements; and 2) If deemed acceptable, direct Staff to bring back a resolution forwarding a recommendation to the City Council at the August 24th Planning Commission meeting. (This item was continued from the July 13, 2004 and July 27, 2004 Planning Commission meetings) RECESS (approximately 8:30 P.M.): PUBLIC HEARINGS: 4. REVISION TO CONDITIONAL USE PERMIT NO. 23 AND GRADING PERMIT (CASE NO. ZON2004-00215): 2930 Vista Del Mar / Obelisk Architects (DB) 4A.P.C. RESOLUTION NO. 2004-__ Request: A request to revise the approved lot coverage from 37% to 50% and to increase the approved grading quantity from 561 cubic yards to 761 cubic yards for a new single-family residence that is currently under construction. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-___; thereby denying, with prejudice, the Revision to Conditional Use Permit No. 23 and Grading Permit (Case No. ZON2004-00215). NEW BUSINESS: Request: A request by the Planning Commission at their July 27, 2004 meeting to review their policy on accepting late correspondence Recommendation: Staff recommends that the Planning Commission review their policy on accepting late correspondence and, if desired, make any changes to said policy.
