PROPOSED VIEW RESTORATION AND PRESERVATION GUIDELINE AMENDMENTS: City (JA) Request: A City-initiated proposal to consider minor revisions to the current View Restoration Guidelines and Procedures in order to update the Guidelines to make them consistent with the November 3, 2004 City Council directive to use a professional mediator and the February 15, 2005 approval of the fee structure. In addition, Staff proposes minor clean-up amendments to clarify the View Restoration Permit process and conceptually propose streamlining the View Preservation Permit process. (This item was continued from the November 8, 2005 Planning Commission meeting). Action Deadline: None Recommendation: Staff recommends that the Planning Commission continue the item to the February 14, 2006 Planning Commission meeting. 2. REVISION TO CONDITIONAL USE PERMIT (CASE NO. 2005-00439): Seabreeze HOA (ES) Request: A request to install 3’-7” high pilasters with 30-inch high fencing along the Crest Road and Highridge Road frontages of the Seabreeze Community. Action Deadline: April 20, 2006 Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-__, conditionally approving Case No. ZON2005-00439 for Revision “I” to Conditional Use Permit No. 151. (This item was continued from the January 10, 2006 Planning Commission Meeting). Request: A request to conduct 3,649 cubic yards of grading (803 cubic yards cut & 2,846 cubic yards of remedial) and to construct a new 6,709 square foot two-story single-family residence. Additionally, the request includes the construction of a 660 square foot swimming pool and related equipment. The Variance is a request to deviate from the maximum 42” height of a wall located between the structure and the street side, thus allowing the applicant to construct a 6’ tall wall along the street side property line. Action Deadline: May 5, 2006 Recommendation: Staff recommends that the Planning Commission continue the public hearing to the Planning Commission meeting of March 14, 2006. (This item was continued from the January 10, 2006 Planning Commission Meeting). RECESS (approximately 8:30 P.M.) PUBLIC HEARINGS: 4. HEIGHT VARIATION PERMIT (CASE NO. ZON2005-00149): 28045 Ella Road/Powell (ES) Request: A request to construct a 2,067 square foot two story addition to an existing 2,572 square foot one-story single-family residence. As proposed, the residence will have a maximum height of 25.31’, as measured from the lowest grade adjacent to the building foundation/slab (98.50’) to the highest ridgeline of the residence (123.81’), and 23.91’, as measured from the highest elevation of existing building pad covered by structure (99.90’) to the highest ridgeline of the residence. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-__, denying without prejudice Case No. ZON2005-00149 for a Height Variation. 5. HEIGHT VARIATION PERMIT (CASE NO. ZON2004-00638): 3764 Coolheights Drive/Bujok (KF) Request: A request to construct a 2,700-square-foot two-story addition to an existing 2,597-square-foot one-story single-family residence. As proposed, the residence will have a maximum height of 23.28’, as measured from the lowest grade adjacent to the building foundation/slab (0’) to the highest ridgeline of the residence (23.28’), and 22.45’, as measured from the highest elevation of existing building pad covered by structure (0.83’) to the highest ridgeline of the residence. Action Deadline: January 30, 2006 Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-__, thereby denying without prejudice the requested height variation.
