TIME EXTENSION (CASE NO. ZON2003-00465): 4348 Via Frascati/Skelton (SK) Request: A request to grant a one-year time extension for a previously approved Variance, Height Variation, and Grading Permit which allowed for a total of 40 cubic yards of grading to accommodate a new three-story, split-level, single family residence measuring 5,048 square feet with an 18 feet setback. (This item was continued from the May 9, 2006 meeting) Action Deadline: None Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-__, approving the applicant’s request for a one-year time extension via Minute Order, thereby setting the final expiration date to April 12, 2007, with all conditions of approval remaining in full force and effect. RECESS (approximately 8:30 P.M.) PUBLIC HEARINGS: Request: A request to demolish an existing 2,239-square-foot 1-story single-family residence and conduct 38 cubic yards of grading to construct a new, 3,880-square-foot 2-story single-family residence. The maximum height of the house is proposed to be 24’-5⅞” from the lowest finished grade covered by the structure and 23’-10⅛” from the highest existing grade covered by the structure. Recommendation: Staff recommends that the Planning Commission continue this matter to the Planning Commission meeting of June 13, 2006. 3. VIEW RESTORATION PERMIT NO. 123 – ANNUAL MAINTENANCE REVIEW: White/Zacarro/Menjou (JA) Request: A City-initiated request to review the foliage trimming maintenance schedules for the properties located at 28531 Palos Verdes Drive East and 1 Bronco Drive. Action Deadline: N/A Recommendation: Staff recommends that the Planning Commission continue this matter to the Planning Commission meeting of July 11, 2006. 4. HEIGHT VARIATION PERMIT, GRADING PERMIT and SITE PLAN REVIEW (CASE NO. ZON2005-00370): 4206 Exultant Drive / Harris (KF) Request: A request to demolish an existing 2,154-square-foot 1-story single-family residence and conduct 704 cubic yards of grading to construct a new, 4,510-square-foot 2-story single-family residence. The maximum height of the house is proposed to be 25’-11” from the lowest finished grade covered by the structure and 15’-8” from the highest existing grade covered by the structure. Action Deadline: June 13, 2006. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-__, conditionally approving the requested height variation, grading approval and site plan review (Case No. ZON2005-00370) 5. APPEAL OF SPECIAL USE PERMIT and COASTAL PERMIT (CASE NO. ZON2006-00188): 5970 Palos Verdes Drive South, Abalone Cove Park / Peninsula Seniors (KS) Request: A request to appeal the Director's approval to allow two temporary trailers, measuring 14’-6”x24’x44’ and 14’-6”x24’x56’ (height, width, length), to be placed on the northwest corner of the existing west portion of the parking lot to be used as an office and a classroom for the Peninsula Seniors, from July 1, 2006 to December 31, 2008. Action Deadline: None Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-___, denying the appeal and upholding the Director’s conditional approval of Special Use Permit and Coastal Permit (Case No. ZON2006-00188).
