Request: A request to construct a 441-square-foot 1st-floor addition and 1,180-square-foot 2nd-floor addition to an existing 2,114-square-foot 1-story single-family residence. The maximum height of the project is proposed to be 24’-0” from the lowest finished grade covered by the structure and 23’-7” from the highest existing grade covered by the structure.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-__, denying without prejudice the requested height variation and site plan review (Case No. ZON2006-00015).

Request: A proposal to change the site’s General Plan Land Use Designation from Commercial Recreational (CR) to Single- Family Residential, two-to-four dwelling units per acre (RS-4); re-zone the subject site from CR to RS-4; change the Coastal Specific Plan’s primary land use designation of commercial recreation to a primary land use of single-family residential; subdivide the existing 1.38-acre subject lot into five residential lots with a minimum lot size of 10,000 square feet; conduct approximately 4,007 cubic yards of grading to accommodate the construction of five (5) two-story single-family residences, whereas 2,730 cubic yards of cut and 1,637 cubic yards of fill are proposed. The maximum depth of cut is proposed to be 12.1’, and the maximum height of fill is proposed to be 6.1’. The ranges of the overall heights of the proposed five (5) two-story residences range from 24.1’ to 25.4’. An approval of a variance is requested to allow the proposed five (5) residential lots to have a minimum lot depth of 93’, which does not meet the minimum 100’ depth requirement for RS-4 lots.

Recommendation: Staff recommends that the Planning Commission forward a recommendation to the City Council to approve the propose General Plan Amendment, Zone Change, Coastal specific Plan Amendment, Vesting Tentative Tract Map No. 67532, Coastal Permit, Variance, and the Mitigated Negative Declaration; and deny without prejudice, the proposed Grading and Height Variation applications (ZON2006-00178-182).

Request: A request to revise the existing approved Conditional Use Permit No. 101 to include private educational uses at the subject site (The Terraces Shopping Center).

Action Deadline: November 19, 2006

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution NO. 2006-__, approving Conditional Use Permit No. 101 Revision "K", subject to conditions.

NEW BUSINESS:

4. MANDATORY AB 1234 TRAINING: (JR)

Request: A proposal to conduct State mandated AB1234 training for two hours prior to the Planning Commission’s November 28, 2006 meeting.

Action Deadline: December 31, 2006

Recommendation: Staff recommends that at the conclusion of tonight’s meeting, the Planning Commission adjourn to 5 p.m., Tuesday, November 28, 2006 to accommodate a two-hour training session by the City Attorney’s office prior to the 7 p.m. regularly scheduled Planning Commission meeting.
