1.         MISCELLANEOUS CODE AMENDMENT (CASE NO. ZON2007-00076): City Council / Staff  (KF)

Attachment: P.C. RESOLUTION NO. 2007

Request:  A request for miscellaneous amendments to Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code, including:

1.         A City Council-initiated request to amend Section 17.78.010 to allow for the waiver of duplicate penalty fees for after-the-fact Planning applications in certain specified circumstances;
2.         A City Council-initiated request to amend Sections 17.02.030 and 17.84.060 to expedite Planning review and exempt the reconstruction of single-family residences that are damaged or destroyed due to an involuntary act, or due to a voluntary act that is not the fault of the property owner or lessee, from the neighborhood compatibility requirements of the Municipal Code;
3.         A Staff-initiated request to revise the noise and vibration attenuation standards of Chapter 17.06 “Attached Unit Develop­ment Standards”; and,
4.         A Staff-initiated request to amend Chapters 17.04, 17.12, 17.26 and 17.28 to require the construction of temporary framework silhouettes as a part of the complete application requirements for projects in multi-family residential, commercial, institutional and cemetery zoning districts that require the approval of a conditional use permit.

Recommendation:  Adopt P.C. Resolution No. 2007-__, thereby forwarding a recommendation of approval of the proposed Miscellaneous Code Amendment to the City Council.

2.         AMENDMENTS TO THE PLANNING COMMISSION RULES & PROCEDURES:  City (JR)

Request:  A request for miscellaneous amendments to the Planning Commission’s current Rules and Procedures.

Recommendation:  Review the proposed amendments to the Commission’s Rules and Procedures, and if acceptable, adopt P.C. Resolution No. 2007-__, thereby adopting the amended Rules and Procedures.

3.         CONDITIONAL USE PERMIT (CASE ZON2007-00105):  29000 South Western  Avenue / Royal Street Communications (JA)

Request:  A request to install one (1) wireless panel antenna positioned behind a RF screen enclosure mounted to the northern façade of the office building located at 29000 S. Western Avenue, and the installation of five (5) wireless panel antennas including one (1) microwave antenna positioned behind an existing roof-mounted parapet wall.

Action Deadline: August 6, 2007

Recommendation:  Adopt P.C. Resolution No. 2007-__, thereby approving Conditional Use Permit Case (CUP) No. ZON2007-00105 with conditions of approval.
