1. APPEAL OF CITY STAFF’S DETERMINATION THAT THE FLS SUMMER PROGRAM VIOLATES CONDITION NO. 9 OF CONDITIONAL USE PERMIT NO. 9 REVISION C: 30800 Palos Verdes Drive East / Marymount College (AM)

Request: A request by the College to overturn City Staff’s determination that the
Summer FLS Program is in violation of the existing Conditional Use Permit.
Action Deadline: None
Recommendation: Adopt P.C. Resolution No. 2008-__ overturning City Staff’s determination and upholding the appellants appeal by determining that the Summer FLS International Program is not a commercial use nor a sub-lease use of the College campus and is therefore not in violation of Condition No. 9 of Conditional Use Permit No. 9 Revision ‘C’.

2. RESIDENTIAL DEVELOPMENT STANDARDS CODE AMENDMENT & ZONE CHANGE (CASE NO. ZON2007-00377): Citywide / City (KF)

Request: A request to amend the City’s Zoning Code to implement the recommendations of the City’s Residential Development Standards Steering Committee, and other miscellaneous Zoning Code “clean-up” amendments.
Action Deadline: None
Recommendation: Review and provide direction regarding the remaining code language and zoning map changes presented at the April 8, 2008, Planning Commission meeting and the Residential Development Standards Steering Committee recommendations regarding parking and driveway standards; receive the recommendations of the Residential Development Standards Steering Committee regarding fences, walls and hedges for future discussion; and continue the public hearing in this matter to June 10, 2008.

Request: A request to approve a 27-unit, 3-story condominium complex with surface and subterranean parking; 12,588 cubic yards of related grading; and the annexation and rezoning of a 440-square-foot portion of the 1.25-acre project site that currently lies within
the City of Rolling Hills Estates.
Action Deadline: None
Recommendation: Receive additional information regarding the proposed project, identify issues of concern, provide the applicant with direction in modifying the project if necessary, and continue the public hearing to June 10, 2008.

Request: A request to amend Title 15 (Building Code) and Title 17 (Development Code) of the City’s Municipal Code to establish certain building and remodeling requirements for a Green Building Program, adopt the Build It Green Guidelines and Build It Green Rating System for certified recognition of green buildings, and establish incentives for Green Building Projects throughout the City.
Action Deadline: None
Recommendation: Review the proposed voluntary Green Building Program and the proposed “green” related code amendments, and provide Staff with feedback and continue the public hearing to June 10, 2008.
