1. SITE PLAN REVIEW, GRADING, VARIANCE MINOR EXCEPTION PERMIT (CASE NO. ZON2013-00328):  2902 VISTA DEL MAR – AGA DESIGN GROUP (SK)

Request:  Construct a new split-story (16’/30’ height envelope), 10,656ft² residence, a 948ft² detached garage, a 178ft² detached pool restroom, a swimming pool, 2,990yd³ of related grading, construction of combination walls up to 8’ in height, retaining walls up to 17’ in height and 8’ tall entry fences/gates. 

Action Deadline:  February 2, 2013

Recommendation:  Adopt P.C. Resolution No. 2013-__, thereby denying without prejudice, the Conditional Use Permit Revision, Grading Permit and Minor Exception Permit (Case No. ZON2013-00063).

2. HEIGHT VARIATION PERMIT (CASE NO. ZON2013-00231):  28925 MORO BAY DRIVE – DIEPPA (SK)

Request:  Construct a 480 square foot, 2nd-story addition and a 120 square foot balcony to an existing 2-story single-family residence.

Action Deadline:  November 29, 2013

Recommendation:  Adopt P.C. Resolution No. 2013-__; thereby conditionally approving a Height Variation (Case No. ZON2013 -00231).

3.REVIEW OF CONDITIONAL USE PERMIT AND MASTER SIGN PROGRAM (CASE NO. ZON2013-):  GOLDEN COVE CENTER (LM)

Request:  A review of the operations and effectiveness of the Conditions of Approval for the Golden Cove Center Conditional Use Permit and Master Sign Program.

Action Deadline:  None

Recommendation:  1) Determine that the Golden Cove Center is operating in accordance with the conditions of approval associated with the Golden Cove Center’s Conditional Use Permit (Case No. ZON2010-00402); and, 2) Determine that the Golden Cove Center is operating in compliance with the conditions of approval associated with the Golden Cove Center Master Sign Program provided certain non-compliant signs identified by Staff are corrected within 30 days of this review; and, 3) Review Staff’s proposal to combine all applicable Conditional Use Permit Conditions of Approval into one Resolution, including modifying and deleting some conditions of approval that no longer apply to the property, and direct Staff to return to the next Planning Commission meeting with a Resolution to adopt the reformatted, conditions of approval.

4. CODE AMENDMENT – CONSTRUCTION HOURS (CASE NO. ZON2013-00420):  CITYWIDE (SK)

Request:  Amendment of Municipal Code Section 17.56.020 (Conduct of Construction and Landscaping Activities) to further reduce the City’s existing allowable construction hours and clarify other provisions of the section (Case No. ZON2013-00420).

Action Deadline:  None

Recommendation:  Adopt P.C. Resolution No. 2013-__, thereby recommending to the City Council the adoption of an Ordinance to revise Municipal Code Section 17.56.020 to 1) reduce the City’s allowable construction hour; 2) codify an existing standard condition of approval regulating the idling of construction vehicles; and 3) clarify other construction related regulations contained in the existing section.

5. CODE AMENDMENT – FENCES WALLS AND HEDGES PERMIT (CASE NO. ZON2012-346):  CITYWIDE (AH)

Request:  Review recommended code language amendments to RPVMC Section 17.76.030 regarding modifications to the Fence, Wall and Hedge application that was discussed at the September 10, 2013 Planning Commission meeting.

Action Deadline:  None

Recommendation:  Staff recommends that the Planning Commission continue the public hearing to December 10, 2013.
