1. CHASE BANK – ANNUAL REVIEW (CASE NO. ZON2002-00216): 29941 Hawthorne Blvd. (Chase Bank) (LM)

Request: A request to consider a 6-month review of the Conditions of Approval and operations of the new Chase Bank Building located at 29941 Hawthorne Blvd (Case No. ZON2002-00216)

Action Deadline: None

Recommendation: Adopt P.C. Resolution No. 2014-__, thereby adopting Addendum No. 2 to a Certified Negative Declaration, and approving a 6-month review of the Chase Bank building located at 29941 Hawthorne Blvd., and adding conditions of approval limiting the hours of indoor lighting, requiring the exterior ADA pathway lights to be fully shielded, requiring the applicant to remove certain trees that are adjacent to Crest Road and Crenshaw Blvd., limiting the hours of exterior lighting, and limiting the hours of operation of the property to 6 AM – 10 PM.

2. SITE PLAN REVIEW, GRADING AND MINOR EXECEPTION PERMIT (CASE NO ZON2013-00063): 2902 VISTA DEL MAR (SK)

Request: Construct a new split-story (16’/30’ height envelope), 8,381ft² residence (4,088ft² first floor, 3,319ft² second floor and 974ft² basement), a 948ft² detached garage, a 178ft² detached pool restroom, a swimming pool, 2,020yd³ of related grading, construction of combination walls, retaining walls and an entry gate. The entry gate along the front property line requires a minor exception permit since it exceeds the Code allowed maximum of 3’-6” and is proposed at 6’ in height.

Action Deadline: April 19, 2014

Recommendation: Continue the public hearing to April 8, 2014, to provide the applicant additional time to address grading discrepancies raised by Staff related to the proposed revision.

3. POINT VIEW MASTER USE PLAN, SIX-MONTH REVIEW (CASE NO. ZON2010-00087, CUP AND GRADING PERMIT): 6001 PV DRIVE SOUTH (ES)

Request: Conduct a six-month operational review of the project’s compliance with, and the adequacy of, the conditions of approval imposed by the Planning Commission on the Master Use Plan, which originally allowed 25.5-acres of agricultural uses; a golf course composed of 5 tee locations, 2 greens with 9 holes, and sand traps; a paved internal driveway; and, site improvements, to host 30 public or private events per year, on the 95-acre property known as the Point View property.

Action Deadline: N/A

Recommendation: Review Staff’s recommended modifications to the conditions of approval to address issues raised during the 6-month review, provide Staff with direction on any additional conditions, and direct Staff to return with a Resolution for consideration at a future meeting.
