  4. Requested Action: Grant a one-year time extension to the Planning Commission approval of Variance No. 460 approved on September 28, 1999. Variance No. 460 allowed the enlargement and enclosure of the existing carports with 4-foot setbacks to create enclosed garage and storage areas with 2-foot setbacks from the property line adjacent to the alley.

    Recommendation: Approve a one (1) year extension via Minute Order, thereby setting the expiration date of Variance No. 460 as September 28, 2001, with all conditions of approval remaining in full force and effect.

  5. SITE PLAN REVIEW NO. 8978: Mark Granger, (applicant), 4809 Falcon Rock Place. (ERS)

Requested Action: Allow the addition of two dormer windows, in excess of the 16-foot height limit, to be located on the front-sloping side of an existing, two-story single-family residence. The maximum proposed height of the dormer windows is nineteen feet (19’-0") above the highest point of the existing building pad covered by the structure.

Recommendation: Approve Site Plan Review No. 8978, subject to conditions, via minute order.

5. VARIANCE NO. 471, COASTAL PERMIT NO. 165 and GRADING PERMIT NO. 2192: Mark and Ellen Beal, 114 Spindrift Drive. (KF)

Requested Action: Allow the construction of a 1,567-square-foot addition and 76 cubic yards of related grading for an existing 1,588-square-foot single-family residence in the Portuguese Bend Club community. The requested variances include: 1) additions exceeding 250 square feet within the coastal setback area; 2) a 40-square-foot area of roof deck extending more than 10 feet horizontally from the upper-level façade of the house; 3) front- and side-yard setback and lot area open space reductions; 4) increased fence/wall height in the front-yard setback area; and 5) new construction over an extreme slope area.

Recommendation: Adopt P.C. Resolution No. 2000-__, conditionally approving Variance No. 471, Coastal Permit No. 165 and Grading Permit No. 2192.

6. Six-Month Review of Conditional Use Permit No. 208: Shiraz Govani, represented by Christian Faulk, 27774 Hawthorne Boulevard (Highridge Car Wash). (ES)

Requested Action: Review of the applicant’s compliance with the conditions of approval that were approved for Conditional Use Permit No. 208, which allowed the sale of specific non-automotive items.

Recommendation: Continue the public hearing to the October 10, 2000 Planning Commission meeting.

Requested Action: Renew the previous City approvals for the operation of a private day care center and preschool from a portion of the Miraleste Elementary School site. The applicant proposes to continue operating the day care center and preschool in the same manner and student capacity as previously approved by the City, with the exception of a request to change the weekday (i.e., Monday through Friday) morning drop-off hour from 7:30 AM to 7:00 AM. No other operational changes or physical modifications to the site are proposed by the applicant.

Requested Action: Allow the construction of a 365 square foot extension to an existing upper-level deck by replacing the existing trellis at the middle level of the residence; and a 208 square foot enclosure in the pool area located at the lower level of the residence.
