LONG POINT RESORT: Consisting of Coastal Permit No. 166, General Plan Amendment No. 28, Conditional Use Permit Number 215, Conditional Use Permit No. 216, Parcel Map No. 26073 and Grading Permit No. 2229, and Grading Permit No. 2230; and the associated Draft Environmental Impact Report; Destination Development Corporation, (applicant), 6610 Palos Verdes Drive South and 30940 Hawthorne Boulevard. Requested Action: Approval of Coastal Permit No. 166, Conditional Use Permit No. 215, Grading Permit No. 2229, Conditional Use Permit No. 216, Tentative Parcel Map No. 26703, Grading Permit No. 2230 and General Plan Amendment No. 28.
Recommendation: Staff recommends that the Planning Commission continue taking public testimony, hear a presentation from the applicant regarding hotel architecture and operations, provide staff with appropriate direction on specific issues, and continue the public hearing for the proposed project to a special Planning Commission meeting at 7:00 p.m. on Thursday May 17, 2001.
Requested Action: Allow enclosure of an existing 120 square foot covered patio at the rear of the existing residence that is partially located within the Coastal Setback Zone, and maintain the existing 10-foot minimum rear yard setback where the Development Code requires a 15-foot minimum setback. The improvements are proposed on a property located within the Appealable portion of the Citys Coastal Zone.
Recommendation: Adopt P.C. Resolution No. 2001-__, conditionally approving Variance No. 483 and Coastal Permit No. 171.
5. VARIANCE PERMIT NO. 482 and GRADING PERMIT NO. 2239: Kemal Ramezani (applicant) and Henry Abrishami (owner); 2967 Crest Road (ES)
Requested Action: Allow to construct a 5,931 square foot, split-level, two-story residence on a downward sloping lot, with a total of 919 cubic yards of associated grading. A variance is requested for grading and construction of a portion of the new residential structure on an extreme slope area (a slope 35% or greater), which is prohibited by the Citys Development Code.
Recommendation: Adopt P.C. Resolution No. 2001-__, conditionally approving Variance No. 482 and Grading Permit No. 2239.
6. CONDITIONAL USE PERMIT NO. 206 REVISION A and GRADING
PERMIT NO. 2270: Claudia Krikorian (Peninsula Montessori School/applicant),
Golden Cove, LLC, (property owner), 31100 Hawthorne Boulevard. (AM)
Requested Action: Allow a change of use from retail to private educational for the existing 27,770 square foot market building at the Golden Cove Shopping Center, with the construction of exterior and interior improvements, a designated student drop-off and pick-up area, two playgrounds, conduct 200 cubic yards of associated grading and revise the existing Joint Use Parking Program.
Recommendation: Adopt P.C. Resolution No. 2001-__; adopting Addendum No.1 to Mitigated Negative Declaration/Environmental Assessment No. 711 and approving, with conditions, Conditional Use Permit No. 206 Revision A, Grading Permit No. 2270 and Special Construction Permit No. 46.
