Request: An appeal of the Director's decision to allow two (2) after-the-fact retaining walls measuring 4’-6" and 2’-6" in height. The walls are within three (3) feet of each other, therefore, they are considered one (1) seven-foot high retaining wall.

Recommendation: Staff recommends that the Planning Commission refrain from adopting the resolution memorializing the Commission’s previous action on the appeal to allow Staff to investigate new information presented by the applicant that may require re-consideration of the Director’s original decision.

Request: A request to allow the construction of a new 5,409 square foot (garage included), two-story, single-family residence on an unimproved lot. The proposed residence will be constructed off the existing building pad at a height of 26’, as measured from the highest pre-construction grade elevation (752.00’) of the building pad, to the top of the highest roof ridgeline (778.00’) of the proposed structure. Additionally the applicants propose to conduct 819 cubic yards of associated grading (combined cut and fill calculations) and construct a new 6’ high combination fence/wall along the front property line with a Minor Exception Permit.

Recommendation: 1) Review the proposed turn-around design alternatives, and select the optimal design; and 2) If deemed appropriate, adopt P.C. Resolution No. 2002-__, approving, with conditions, Height Variation No. 899, Grading Permit No. 2151, Minor Exception Permit No. 573 and Variance No. 488.

Request: A request to allow two-(2) trellises, 499 square-feet in size, to be constructed in the rear yard area parallel to the west and east side property lines measuring 9-feet in height as measured from the highest point covered by the structure to the top of the trellises. Further, the proposed trellises will cover two- (2) bird aviary’s, which will house various types of exotic birds. The keeping of exotic birds requires the approval of an Exotic Animal Permit.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-__, denying, without prejudice, the requested Variance and Exotic Animal Permit (Case No. ZON2002-00296).

7. GENERAL PLAN ANNUAL REPORT: City (BY)

7a. 2001-2002 Annual Report on the Implementation of the Rancho Palos Verdes General Plan

Request: Review the City’s Annual Report to the State regarding the status of the City’s General Plan.

Recommendation: Direct Staff, via Minute Order, to forward the City’s Annual Report to the City Council regarding the status of the General Plan and the progress on its implementation during the fiscal year 2001-2002.
