Commission: COMMENTS FROM THE AUDIENCE (regarding non-agenda items): CONSENT CALENDAR: 1.MINUTES OF NOVEMBER 12, 2002 2.TENTATIVE PARCEL MAP NO. 25896: 3440 Via Campesina / Wertheimer (Ara) Request: A request to allow a 1-year time extension to the final expiration date of Tentative Parcel Map No. 25896. Recommendation: Approve the requested 1-year time extension via Minute Order, thereby setting the final expiration date of Tentative Parcel Map No. 25896 as November 28, 2003, with all conditions of approval remaining in full force and effect. 3.VARIANCE, HEIGHT VARIATION AND SITE PLAN REVIEW PERMIT (CASE NO. ZON2002-00361): 4372 Admirable Drive / Streeter (BY) Request: A request to construct a 1,025 square foot first story addition and a new 1,392 square foot second story addition to an existing 2,531.5 square foot residence, and to legalize a non-permitted 672.5 square foot storage, guest room, cabana, and sauna, located on the north portion of the residence, a non-permitted 200 square foot greenhouse, and a non-permitted 128 square foot view house. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-__, approving with conditions Variance and Grading Permit Case No. ZON-2002-00361. CONTINUED BUSINESS: A request to legalize two existing HVAC units and related ducting located on the roof of the existing residence, to construct two pyramids on the existing roof in order to enclose the existing HVAC units, to construct a 30" high raised roof over the ducting; to legalize 5 existing retaining walls at a maximum height of 6’-0", to legalize 225 cubic yards of associated grading, and to construct a 378 square foot shed. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-__, approving with conditions Variance and Grading Permit Case No. ZON-2001-00176. 5. GRADING PERMIT (CASE NO. ZON2002-00062): 30822 Rue De La Pierre / Sartori (RL) Request: An appeal of the Director's decision to allow two after-the-fact retaining walls measuring 4’-6" and 2’-6" in height, plus1’-6" of freeboard on top of the walls. The walls are within three feet of each other, therefore, it is considered one 8’-6" high. Recommendation: Staff recommends that the Planning Commission review the requested information that Staff has supplied in order to reassess the Commission’s previous action on the appeal. Request:A request for a 757 square-foot second story addition to an existing one-story single-family residence, at a proposed maximum height of 19’-6" as measured from the highest existing grade covered by structure to the highest ridgeline of the structure and 20’-6" as measured from the lowest foundation covered by the structure to ridge. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-__ thereby denying, with prejudice, the submitted Height Variation. 7.SIGN PERMIT (CASE NO. ZON2002-00448): 28500 Western Ave. / Westmont Plaza (RL) Request: A request to approve a new Master Sign Program for the Westmont Plaza Shopping Center, which will replace the existing Master Sign Program for the Center. Recommendation: Staff Recommends that the Planning Commission adopt P.C. Resolution No. ___, approving as modified, with conditions, the requested Sign Permit (Case No. ZON2002-00448) NEW BUSINESS: 8.COMMERCIAL ANTENNAS – APPLICATION REQUIREMENTS: Citywide / (KF) Request: Receive and file the Staff report regarding the current procedures on how antenna applications are handled by the City, including what type of drawings and photo simulations are required. Recommendation: Receive and file the Staff report regarding the review procedures and application requirements for commercial antenna applications, and provide further direction to Staff as deemed appropriate. 9.INTERPRETATION OF HOW FENCES, WALLS AND HEDGES SHALL BE MEASURED AS DEFINED IN SECTION 17.76030 (E) (1): Citywide / (GP) Request: Review current method for measuring wall height and provide Staff with direction for any desired changes to the current method. Recommendation: Staff recommends that the Planning Commission make an interpretation on how the separation between fences, walls and hedges shall be measured.
