Request: An appeal of the Director's decision to allow two after-the-fact retaining walls measuring 4’-6" and 2’-6" in height, plus1’-6" of freeboard on top of the walls. The walls are within three feet of each other, therefore, it is considered one 8’-6" high.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-__ thereby, conditionally approving, the requested Grading application (Case No. ZON2002-00062)

Request: A request to construct a 1,201 square foot second story addition to an existing 2,915 square foot single-family residential dwelling unit. The proposed addition will measure 25.65’ from the lowest elevation where the finished grade is adjacent to the building foundation/slab to the highest roof ridgeline, and 21.79’ from the highest elevation where the finished grade is adjacent to the building foundation/slab to the highest roof ridgeline.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-___; thereby approving, with conditions, a Height Variation (Case No. ZON2002-00366)

5. GRADING PERMIT (CASE NO. ZON2002-00419): 29081 Palos Verdes Drive East/ Balogh (ES)

a. P.C. RESOLUTION NO. 2002-

Request: A request to conduct 1,520 cubic yard of grading to accommodate the construction of a new split-level, single-family residential structure with attached garage on a vacant lot. The new residence will measure 15’-6" high as measured from the highest existing (preconstruction) grade elevation to ridge, and 26-feet in overall height as measured from lowest finish grade elevation to ridge. Lastly, the resulting structure size will be 4,826 square feet.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-__, conditionally approving a Grading Permit (Case No. ZON-2002-00419).

6. CONDITIONAL USE PERMIT (CASE NO. ZON2002-00553): 28924 Western Avenue/ Rodin (ES)

a. P.C. RESOLUTION NO. 2002-__

Request: A request to allow the Marina Surgery Center (a medical office) to keep surgical patients overnight to ensure proper recovery. However, in no case will patients be kept for longer than a 24-hour period.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2002-__, conditionally approving a Conditional Use Permit (Case No. ZON-2002-00553).

7. PROPOSED RECREATIONAL VEHICLE RESIDENTIAL STORAGE AND STREET PARKING REGULATIONS: Citywide/ (JN)

Request: A request to consider an amendment to the City’s Municipal Code to further restrict recreational vehicle (RV) parking and storage on private property.

Recommendation: Staff seeks direction from the Planning Commission as to whether to initiate code amendments to address these issues at this time.

8. SITE PLAN REVIEW AND SIGN PERMIT (CASE NO. ZON2002-00579): Southeast corner of Via Capri and Hawthorne/ Villa Capri HOA (DB)

a. Exhibit "A"

Request: A request to construct a four-foot tall by five-foot wide (twenty square feet) subdivision monument sign within the intersection visibility triangle on the southeast corner of Via Capri and Hawthorne Boulevard.

Recommendation: Staff recommends that the Planning Commission approve by Minute Order, with conditions, a Site Plan Review and Sign Permit (Case No. ZON2002-00579)
