How Planning Commission Meetings Are Conducted

 

04/22/2003 Planning Commission Agenda April, 2003, 04/22/2003, Planning, Commission, Meeting, Agenda, Request: A request to allow 3,592 square feet of additional floor area to an existing residential structure on a pad lot. The design of the addition will be two-story, located at the rear of the existing residence, and will attach to the existing detached garage. The project will result in a 6,606 square foot residence with attached garage. Although the roof ridgeline of the existing residence will not be raised, the resulting overall height of the residence will measure 33.48-feet, which exceeds the 26-foot height limit that may be requested. A new 196 square foot pool cabana is proposed at the rear of the property. Request: A request to allow 1,628 square feet of additional floor area to an existing 2,124 square foot one-story residence on a pad lot. Specifically, a 362 square foot expansion to the existing first story, a 230 square foot expansion to the existing garage, and a 1,036 square foot new second story over the garage. The resulting structure size will measure 3,721 square feet, while the resulting overall height of the second story will measure 26-feet.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby approving, with conditions, Case No. ZON2002-00623.

3.GENERAL PLAN AMENDMENT, ZONE CHANGE, COASTAL SPECIFIC PLAN AMENDMENT, AND ENVIRONMENTAL ASSESSMENT PERMIT (CASE ZON2003-00035 & ZON2003-00113): 6100 Palos Verdes Drive South / Ireland (DB)

3.B City of Rancho Palos Verdes Enviornmental Checklist

Request: Case No. ZON2003-00036 is a request to amend the General Plan and Coastal Specific Plan Land Use Designations of the subject property from Commercial (office) to Residential (2-4 dwelling units per acre) and rezone the property from Commercial Professional (CP) to Single Family Residential (RS-4).

Case No. ZON2003-00113 is a City initiated Zone Text Amendment to Section No. 17.84 of the Municipal Code (Nonconformities) to require development on parcels, where the underlying zoning designation changes, to comply with the parking standards of the new zoning designation, at such time that a change in the building occupancy, as defined by the Uniform Building Code, is proposed.

Recommendation: Staff recommends that the Planning Commission adopt P.C.

Resolution No. 2003-___; thereby recommending the City Council adopt a Negative

Declaration and approve the Zone Text Amendment, General Plan Amendment, Coastal

Specific Plan Amendment, and Zone Change (Case Nos. ZON2003-00036 & ZON2003

00113).

4.FENCES, WALLS, & HEDGES PERMIT (CASE ZON2002-00560): / LaGue (RL)

4.B Exhibit "A"

Request: An appeal of the Director’s decision approving a 3-foot high wall located at the top of an existing slope at the rear of the property. The wall is proposed to run parallel with the rear property line and will span approximately sixty-six (66) feet.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, denying the appeal and upholding the Director’s decision to approve, with conditions, Fences, Walls, and Hedges Permit (Case No. ZON2002-00560).

5.PROPOSED RECREATIONAL VEHICLE RESIDENTIAL STORAGE AND STREET PARKING REGULATIONS (CASE NO. ZON2002-00580): Citywide/ (JN)

Request: Continued discussion of possible modifications to the current 72-hour public street parking regulations.
