1. HEIGHT VARIATION AND GRADING PERMIT (CASE NO. ZON2002-00388): 6512 Nancy Road / Podesta (ES)

1.A P.C. Resolution 2003-__

Request: A request to allow 3,592 square feet of additional floor area to an existing residential structure on a pad lot. The design of the addition will be two-story, located at the rear of the existing residence, and will attach to the existing detached garage. The project will result in a 6,606 square foot residence with attached garage. A new 196 square foot pool cabana is proposed at the rear of the property. Lastly, a total of 315 cubic yards of grading is proposed.

Recommendation: Staff recommends that the Planning Commission adopt P.C.

Resolution No. 2003-___; thereby approving Case No. ZON2002-00388 (Height Variation and Grading Permit).

2. COASTAL PERMIT, HEIGHT VARIATION, MINOR EXCEPTION, AND GRADING PERMIT (CASE ZON2002-00272): 5 Packet Road / DeMel (DB)

3. GRADING PERMIT—APPEAL (CASE NO. ZON2001-00213): 2700˝ San Ramon Drive / Thompson (Appellant) (ES)

Request: An appeal of the Director’s decision to deny Case No. ZON2001-00213 for a Grading Permit and Site Plan Review for 505 cubic yards of grading to facilitate the construction of a 2,494 square foot, two-story, single-family residence with detached garage and storage structure on a vacant property.

Recommendation: Continue the appeal hearing to the Planning Commission meeting of July 22, 2003.

4. ZONE TEXT AMENDMENT PERTAINING TO DENSITY BONUS PROVISIONS (CASE ZON2003-00235): Citywide / City (ES)

4.D ADDENDUM NO. 8 TO ENVIRONMENTAL ASSESSMENT

Request: A request to amend Chapters 17.11 and 17.96 of Title 17 of the City’s Municipal Code pertaining to Affordable Housing and state mandated density bonus provisions, based on Assembly Bill 1866 (Wright) signed into law by Governor Davis on September 29, 2002.

Recommendation: Staff recommends that the Planning Commission review the proposed draft language for the code amendments to Chapters 17.11 and 17.96 of Title 17 of the City’s Municipal Code as they pertain to Affordable Housing and state mandated density bonus provisions; and recommend approval of the proposed code amendments to the City Council.

5. CLARIFICATION OF THE 16-FOOT HEIGHT LIMIT AND OTHER RELATED VIEW PROTECTION PROVISIONS OF THE DEVELOPMENT CODE: Citywide / City (JR)

Recommendation: Staff recommends that the Planning Commission review the draft Staff

Report that will be presented to the City Council on this topic and provide input to Staff

whether all the relevant issues are being adequately addressed.

PUBLIC HEARINGS:

6. COASTAL SAGE SCRUB HABITAT PROTECTION ORDINANCE: Citywide / City (JR)

Request: A request to adopt an Ordinance relating to the conservation and management of Coastal Sage Scrub habitat and establishing regulations and procedures applicable thereto.

Recommendation: Staff recommends that the Planning Commission forward the

proposed Ordinance to the City Council with a recommendation of approval.
