Request: Review the City’s Annual Report to the State regarding the status of the City’s General Plan. Recommendation: Staff recommends that the Planning Commission direct Staff, via Minute Order, to forward the City’s Annual Report to the City Council regarding the status of the General Plan and the progress on its implementation during the fiscal year 2002-2003. CONTINUED BUSINESS: 2. GRADING, VARIANCE, AND SITE PLAN PERMIT (CASE ZON2003-00299): 6417 Corsini / Androsevic (DB) Request: A request to conduct 350 cubic yards (306 cubic yards cut and 44 cubic yards fill) of grading, and to construct a 684 square foot guest house, 85 square foot dressing room, 720 square foot game/equipment room, 1,344 square foot sports court, and 2,400 square foot swimming pool. The Variance is a request to allow the grading and structures on a slope that exceeds 35% gradient (extreme slope). Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby denying, without prejudice, the Grading Permit, Variance, and Site Plan Review (Case No. ZON2002-00299). 3. Request: An appeal of the Planning Director’s approval to allow the construction of a 412 square foot first-story addition and the construction of a 344 square foot second-story addition to an existing single-family residence, at a height of 19’, as measured from the point where the lowest foundation meets finished grade, and 18.10’, as measured from the highest grade covered by structure to the highest ridge. Recommendation: Staff recommends that the Planning Commission adopt Resolution No. 2003-__, denying the appeal, thereby upholding the Planning Director’s decision to approve, with conditions, Height Variation Case No. ZON2003-00009.
Recommendation: Staff recommends that the Planning Commission review the draft language of the code amendments requested by the City Council on July 15, 2003 and provide the City Council with feedback on possible code amendment language to clarify the Height Variation and Grading Application findings not addressed by the City Council on July 15, 2003. PUBLIC HEARINGS: 5. GRADING, VARIANCE, AND MINOR EXCEPTION PERMIT (CASE ZON2002-00602 and TENTATIVE PARCEL MAP AND NEGATIVE DECLARATION (CASE SUB 2003-00006): 30357 Diamonte Lane / Tramontin (BY) Request: A request to allow the land division of an 83,638 square foot lot into two parcels. As proposed, Lot 1 will be 46,207 square feet, and Lot 2 will be 37,431 in an area designated by the City’s Zoning Map as a RS-2 district (minimum lot area 20,000 square feet), and a request to construct a new 6,600 square foot two-story single-family residence to replace the existing residence. The new residence is proposed at a maximum height of 25.89’, as measured from the finished grade adjacent to the lowest foundation (132.67’) to the highest ridge (158.56’), and 21.96’, as measured from the highest elevation to be covered by structure (136.60’) to the highest ridge. The request includes the grading of 3,360 cubic yards, and the construction of a 5’-0" high wrought iron fence, gate, and pilasters located between the front property line and the exterior façade of the single-family residence closest to the front property line. Recommendation: Staff recommends that the Planning Commission continue this item to the September 23, 2003 Planning Commission meeting. Request: A request to allow the installation of eight panel antennas (four sectors; two per sector), within four faux chimneys to be constructed on the roof of the existing building and the construction of the related equipment on the roof. Recommendation: Staff recommends that the Planning Commission continue Conditional Use Permit (Case No. ZON2003-00282), to the September 23, 2003 Planning Commission meeting.
Request: A request to allow the construction of 618 square feet of first-story additions and the construction of 563 square feet of second-story additions to an existing single-family residence. The proposed additions are proposed at a height of 24.75’, as measured from the finished grade adjacent to the lowest foundation (451.00’) to the highest ridge (475.75’), and 19.75’, as measured from the highest elevation to be covered by structure (456.00’) to the highest ridge. Request: A request to allow the construction of a 125 square foot first-story addition and the construction of a 368 square foot second-story addition to an existing single-family residence. The second-story addition is proposed at a maximum height of 23.13’, as measured from the point where the lowest foundation meets finished grade, and 22.33’, as measured from the highest grade covered by structure to the highest ridge. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, thereby conditionally approving Height Variation Permit and Site Plan Review Case No. ZON2003-00219. 9. VIEW RESTORATION PERMIT NO. 153: 26 Coveview Drive / Goern (JA) Request: A request to trim or remove foliage on property located at 24, 26, and 28 Oceanaire Drive in order to restore the applicant's view of the ocean and Catalina Island. Recommendation: Staff recommends that the Planning Commission Adopt P.C. Resolution No. 2003-___, approving VRP No. 153 to trim or remove foliage on property located at 24, 26, & 28 Oceanaire Drive in order to restore the applicant’s view. 10.
