SITE PLAN REVIEW (CASE ZON2003-00470): 30468 Camino Porvenir/ Yoon (BY) 3A. P.C. RESOLUTION NO. 2003-__ Request: A request by the applicant to allow the construction of a 143 square foot second story deck and a new dormer roof, which exceeds sixteen feet in height. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, approving with conditions Site Plan Review Case No. ZON2003-00470. RECESS (approximately 8:30 P.M.): 4. VIEW RESTORATION PERMIT NO. 138: 2 Paseo De Castana / Qualls (TN) 4A. View Restoration Permit No. 138 4B. P.C. RESOLUTION NO. 2003-__ Request: A request to trim, lace and/or remove foliage located on common property owned by the Rancho Palos Verdes Estates HOA, near the corner of the Paseo De Pino/Crest Road residential tract entrance, in order to restore the view from 2 Paseo De Castana. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___, approving VRP No. 138 to trim or remove foliage on property located in the Rancho Palos Verdes Estates Homeowner’s Association common area adjacent to 2 Paseo De Castana, in order to restore the applicant’s view. PUBLIC HEARINGS: 5. GRADING PERMIT—REVISION (CASE ZON2003-00497): 3261 Crownview Drive / Iskander (KF) 5A. P.C. RESOLUTION NO. 2003-__ Request: A request to allow a revision to Grading Permit No. 2286 for four (4) additional upslope retaining walls and 676 cubic yards of related grading for an approved single-family residence in the Miraleste Hills community. Recommendation: Staff recommends that the Planning Commission Adopt P.C. Resolution No. 2003-__, thereby conditionally approving the requested grading permit revision (Case No. ZON2003-00497). 6A. P.C. RESOLUTION NO. 2003-__ Request: A request to construct a 5,944 square foot single family residence, a 1,449 square foot detached second unit, a 448 square foot detached trellis, a 425 square foot detached gazebo, and conduct 326 cubic yards of grading. The Site Plan Review is a request to allow the new residence, which will have a height of 19.5’, as measured from the lowest grade adjacent to the foundation/slab (111’) to the highest ridgeline of the residence (130.5), and 12’, as measured from the highest existing grade covered by structure (118.5’) to the ridgeline of the residence; to allow an architectural feature that extends five feet above the proposed new ridgeline; the detached trellis; and the detached gazebo. The Conditional Use Permit is a request to allow the detached second unit. The Grading Permit is to allow the requested 326 cubic yards of grading. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby approving, with conditions, the Conditional Use Permit, Grading Permit, and Site Plan Review (Case No. ZON2003-00595) 7. VIEW RESTORATION PERMIT NO. 159: 6 La Vista Verde / Boehm (JA) 7A. P.C. RESOLUTION NO. 2003-___ Request: A request to trim and/or remove foliage on a property located at 32 Avenida Corona, in order to restore the applicant’s view from 6 La Vista Verde. Recommendation: Staff recommends that the Planning Commission Adopt P.C. Resolution No. 2003-___, approving VRP No. 159 to trim or remove foliage on a property located at 32 Avenida Corona in order to restore the applicants’ view. 8A. P.C. RESOLUTION NO. 2003-___ Request: A request to draft code amendment language to clarify the Height Variation and Grading Application findings not addressed by the City Council on July 15, 2003. Recommendation: Staff recommends that the Planning Commission review the draft code amendment text language provided by the Commission at its September 23rd meeting, and if deemed acceptable, adopt Resolution No. 2003-___ forwarding a recommendation to the City Council.
