Commission: COMMENTS FROM THE AUDIENCE (regarding non-agenda items): CONSENT CALENDAR: 1. VARIANCE AND SITE PLAN REVIEW PERMIT (CASE ZON2003-00312): 4043 Admirable Drive/ Sherman (DB) 1A. P.C. RESOLUTION NO. 2004-__ Request: A request to construct a 574 square foot single story addition to an existing 2,319 square foot single-family residence. The proposed addition will be 15.2’ high, as measured from the highest grade adjacent to the foundation/slab to the ridgeline of the house, and 16’ high, as measured form the lowest grade adjacent to the foundation/slab to the highest ridgeline of the residence. The Site Plan Review application is to allow the addition and a raised deck in the rear yard. The Variance application is to allow the proposed addition to deviate from the 20’ required front yard setback by 5’-10", thus providing a 14’-2" front yard setback, and a 7’ tall wall along the west property line (6’ is maximum allowable by Development Code). Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-__, thereby approving, with conditions, the Variance and Site Plan Review (Case No. ZON2003-00312). CONTINUED BUSINESS: 2. GRADING PERMIT, CONDITIONAL USE PERMIT, AND SITE PLAN REVIEW PERMIT (CASE ZON2002-00595): 20 Headland Drive / Leach (DB) Request: A request to construct a 5,944 square foot single family residence, a 1,449 square foot detached second unit, a 448 square foot detached trellis, a 425 square foot detached gazebo, and conduct 326 cubic yards of grading. The Site Plan Review is a request to allow the new residence, which will have a height of 19.5’, as measured from the lowest grade adjacent to the foundation/slab (111’) to the highest ridgeline of the residence (130.5), and 12’, as measured from the highest existing grade covered by structure (118.5’) to the ridgeline of the residence; to allow an architectural feature that extends five feet above the proposed new ridgeline; the detached trellis; and the detached gazebo. The Conditional Use Permit is a request to allow the detached second unit. The Grading Permit is to allow the requested 326 cubic yards of grading. Recommendation: Staff recommends that the Planning Commission continue the Height Variation, Grading Permit, Conditional Use Permit, and Site Plan Review (Case No. ZON2002-00595), to the February 24, 2004 Planning Commission meeting 3. GRADING PERMIT (CASE ZON2002-00239): 30120 Cartier Drive / SK Architects (DB) Request: A request to construct a 5,192 square foot single-family residence and conduct 1,499 cubic yards (1,411 cubic yards of cut and 88 cubic yards of fill) of grading. The new residence will have a height of 30’, as measured from the lowest grade adjacent to the foundation/slab (112’) to the highest ridgeline of the residence (142’), and 5.5’, as measured from the highest existing grade covered by structure (136.5’) to the ridgeline of the residence. Recommendation: Staff recommends that the Planning Commission continue the Grading Permit (Case No. ZON2003-00239), to the January 27, 2004 Planning Commission meeting. 4B.Staff Report: CASE NO. ZON2003-00335 (HEIGHT VARIATION & SITE PLAN REVIEW) Request: A request to allow the construction of a 910 square foot one-story addition and a new 1,156 square foot second story addition over the existing attached garage, resulting in a 5,368 square foot structure (garage area included) measuring 21’-10" in height. Recommendation: Staff recommends that the Planning Commission review the revised design of the proposed project and determine whether the modifications adequately address the Planning Commissions’ concerns with bulk and mass, and if determined to be acceptable, adopt P.C. Resolution No. 2004-__, conditionally approving Case No. ZON2003-00335 for a Height Variation and Site Plan Review, as redesigned. 5. VIEW RESTORATION PERMIT NO. 159: 6 La Vista Verde / Boehm (JA) 5A. Staff Report: View Restoration Permit Application No. 159 5B. P.C. RESOLUTION NO. 2004-___ Request: A request to trim and/or remove foliage on a property located at 32 Avenida Corona, in order to restore the applicant’s view from 6 La Vista Verde. Recommendation: Staff recommends that the Planning Commission Adopt P.C. Resolution No. 2004-___, approving VRP No. 159 to trim and/or remove foliage on a property located at 32 Avenida Corona in order to restore the applicant’s view. 6. MINUTES OF NOVEMBER 25, 2003 RECESS (approximately 8:30 P.M.): PUBLIC HEARINGS: 7. HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW (CASE ZON2003-00452): 30003 Matisse Drive / Poponi (ES7A. 7A. P.C. RESOLUTION NO. 2004-___ Request: A request to construct 647 square feet of one-story additions, and a new 695 square foot second story addition to an existing residence, which will result in a 4,480 square foot residence (garage included). The second story addition will be accommodated by raising the roof over the existing residence by up to 1’-7" (from a height of 16.62’ to 18.21’), but will not project higher than the existing roof over the garage. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-__, denying without prejudice the Height Variation and approving the Site Plan Review for Case No. 2003-00452. NEW BUSINESS: NONE. APPROVAL OF MINUTES: 8.
