Recommendation: Staff recommends that the Planning Commission approve Grading Permit (Case ZON2003-00458), via minute order, thereby approving the re-issuance of the June 10, 1987 approval of Grading Permit No. 913, which allowed the construction of a new residence located at 3837 Crest Road. CONTINUED BUSINESS: 2. GRADING PERMIT, CONDITIONAL USE PERMIT, AND SITE PLAN REVIEW PERMIT (CASE ZON2002-00595): 20 Headland Drive / Leach (DB) (This item was continued from the January 13, 2004 Planning Commission meeting) Request: A request to construct a 5,740 square foot single family residence, a 1,443 square foot detached second unit, a 448 square foot detached trellis, a 264 square foot detached gazebo, 880 square foot swimming pool, and conduct 690 cubic yards of grading. The proposed residence will have a height of 19.5’, as measured from the lowest grade adjacent to the foundation/slab (110’) to the highest ridgeline of the residence (129.5’), and 15.5’, as measured from the highest existing grade covered by structure (114’) to the ridgeline of the residence. Additionally, the applicant is requesting two architectural features that extend four feet above the proposed new ridgeline. Recommendation: Staff recommends that the Planning Commission receive and file the request to withdraw the application. 3. HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW (CASE ZON2003-00452): 30003 Matisse Drive / Poponi (ES) (This item was continued from the January 13, 2004 Planning Commission meeting) Request: A request to construct 647 square feet of one-story additions, and a new 695 square foot second story addition to an existing residence, which will result in a 4,480 square foot residence (garage included). A portion of the second story addition will be located behind the existing garage, while a new entry to the residence will be located on the upper level but will not raise the existing roof ridgeline. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-__, approving Case No. ZON2003-00452 for a Height Variation and Site Plan Review, as redesigned, and subject to the conditions contained in Exhibit "A". 4. APPEAL OF VIEW PRESERVATION PERMIT NO. 63: 15 Diamonte Lane / Kaye (Appellant) (TN) 4A. APPEAL OF VIEW PRESERVATION PERMIT No. 63 (This item was continued from the February 10, 2004 Planning Commission meeting) Request: An appeal of the Director of Planning, Building and Code Enforcement's approval of a request to trim and/or remove foliage located at 9 Diamonte Lane in order to restore the view from 15 Diamonte Lane Recommendation: Staff recommends that the Planning Commission adopt PC Resolution No. 2004-____; affirming the decision of the Director of Planning, Building & Code Enforcement and approving View Preservation Permit No. 63 upon finding that all applicable findings have been correctly made and all provisions of Section 17.02.040(C)(2) have been complied with. RESOLUTION NO. 2004-__ Request: A request to install 13 new light standards in the parking lot of Wayfarer’s Chapel Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-___: approving, with conditions, the revision to Conditional Use Permit No. 185 (Case No. ZON2003-00683). 6. HEIGHT VARIATION PERMIT (CASE ZON2003-00599): 2027 Delasonde Drive / Aggarawal & Dibacco (ES) Request: A request to construct a 60 square foot addition to the front entry, a 342 square foot addition to the rear of the residence, and a new 1,313 square foot second story addition to an existing residence. The 1,715 square feet of additions will result in a 3,875 square foot residence (garage included). The resulting two-story residence will measure 26-feet in overall height. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2004-__, denying without prejudice Case No. 2003-00599 for a Height Variation. NEW BUSINESS: 7. PLANNING COMMISSION’S REPRESENTATION TO THE GENERAL PLAN UPDATE STEERING COMMITTEE: City / (GP) 7A. General Plan Update Steering Committee, Sub-committee Assignments Recommendation: Staff recommends that the Planning Commission select one member of the Planning Commission to replace Commissioner Cote as a member of the General Plan Update Steering Committee.
