PROPOSED VIEW RESTORATION AND PRESERVATION GUIDELINE AMENDMENTS: City (JA) Request: A City-initiated proposal to consider minor revisions to the current View Restoration Guidelines and Procedures in order to update the Guidelines to make them consistent with the November 3, 2004 City Council directive to use a professional mediator and the February 15, 2005 approval of the fee structure. In addition, Staff proposes minor clean-up amendments to clarify the View Restoration Permit process and conceptually propose streamlining the View Preservation Permit process. Action Deadline: None Recommendation: Staff recommends that the Planning Commission continue the item to the December 13, 2005 Planning Commission meeting. 2. HEIGHT VARIATION PERMIT (CASE NO. 2005-00182): 29902 Avenida Refinida/BOA Architecture (DB) Request: A request to construct a 2,090 square foot addition to an existing 4,729 square foot residence and conduct 115 cubic yards of grading. With the proposed addition, the residence will have a maximum height of 26’, as measured from the lowest grade adjacent to the building foundation/slab (200’) to the highest ridgeline of the residence (226’), and 15.1’, as measured from the highest elevation of existing building pad covered by structure (210.9’) to the highest ridgeline of the residence. Action Deadline: None Recommendation: Staff recommends that the Planning Commission receive and file the request to withdraw the application 3. ZONE TEXT AMENDMENT (CASE NO. ZON2005-00543): City (GP) Request: A request to amend Chapter 17.11 of the Rancho Palos Verdes Municipal Code, entitled "Affordable Housing", to clearly specify a preference for the construction of new affordable housing units over the payment of an in lieu fee, including specific criteria to be used to determine when construction is financially infeasible. Action Deadline: None Recommendation: Staff recommends that the Planning Commission continue the item to the November 22, 2005 Planning Commission meeting. 4. HEIGHT VARIATION PERMIT (CASE NO. ZON2005-00366): 3512 Hightide/Greer (ES) Request: A request to construct a 1,194 square foot two-story addition to the south side of the existing two-story residence, resulting in a 4,221 square foot structure measuring 25-feet high. Action Deadline: December 3, 2005 Recommendation: Staff recommends that the Planning Commission adopt P.C.
