ZON2005-00610): 5437 Middlecrest Road / Bonello (KF) Attachment: PC RESOLUTION 2006 Request: A request to construct 962-square-foot 1st-floor additions, a 1,292-square-foot 2nd-floor addition, a new front porch and two (2) new covered patios for an existing 1-story single-family residence. The maximum height of the house is proposed to be 24’-0” from the lowest finished grade covered by the structure to the highest ridgeline of the proposed 2nd-story addition. APPEAL OF SITE PLAN REVIEW & GRADING PERMIT (CASE NO. ZON2005-00593): 29664 Grandpoint Lane/ Blessum (KS) Attachment: P.C. RESOLUTION NO. 2006 Request: A request to overturn the Director’s decision to conditionally approve Case No. ZON2005-00593 (Site Plan Review and Grading Permit) for the following: a 5,306 square foot one-story single family residence, not to exceed 12’ in overall height; an upslope retaining wall beginning on the west side of the lot to the south side, measuring 137’ in length and up to 7’ in height; an upslope retaining wall on an extreme slope on the south side of the property, measuring 57’ in length and up to 5’ in height; an upslope retaining wall on an extreme slope on the north side of the property, measuring 34’ in length and up to 4’-6” in height; an after-the-fact approval of the retaining wall on the east side of the property, measuring 70’ in length and up to 3’-6” in height. Action Deadline: None. Recommendation: Staff recommends that the Planning Commission Adopt P.C. Resolution No. 2006-__, denying the appeal and upholding the Director’s conditional approval of Site plan review and Grading Case No. ZON2005-00593. Request: A proposal to change the site’s General Plan Land Use Designation from Commercial Recreational (CR) to Single- Family Residential, two-to-four dwelling units per acre (RS-4); re-zone the subject site from CR to RS-4; change the Coastal Specific Plan’s primary land use designation of commercial recreation to a primary land use of single-family residential; subdivide the existing 1.42-acre subject lot into five residential lots with a minimum lot size of 10,000 square feet; conduct approximately 4,007 cubic yards of grading to accommodate the construction of five (5) two-story single-family residences. The heights of the proposed five (5) two-story residences range from 24.1’ to 25.4’ high. An approval of a variance is requested to allow the proposed five (5) residential lots to have minimum lot depths ranging from 91’ to 93’, which do not meet the minimum 100’ depth requirement for RS-4 lots. Action Deadline: None. Recommendation: Staff recommends that the Planning Commission 1) review and provide comment on the proposed General Plan Amendment, Coastal Specific Plan Amendment, Zone Change, Vesting Tentative Tract Map No. 67532, Coastal Permit, Variance, and Environmental Assessment; and 2) continue the meeting to November 14, 2006 to review the Grading and Height Variation applications for the proposed five residences. 5. MAINTENANCE REVIEW FOR VIEW RESTORATION PERMIT NO. 161: Young/O’Sullivan (JA) Request: A City-initiated request to review the foliage trimming maintenance schedule located at the property, 30466 Via Cambron. Action Deadline: None Recommendation: Staff recommends that the Planning Commission amend the conditions of approval contained in City Council Resolution No. 2004-63 in order to clarify the maintenance schedule requirements for two (2) trees located on the property at 30466 Via Cambron.
