The proposed project will measure 24.25' high, as measured from the grade adjacent to the lowest finish grade to be covered by the structure (101.25') to the ridge (125.50').

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-__, conditionally approving the Height Variation Permit (Case No. ZON2006-00207).

3. HEIGHT VARIATION PERMIT (CASE NO. ZON2004-00571): 1946 Upland Street / Rodin (TD)

Request: A request to remodel an existing 1,497 square-foot residence and the construction of an additional 800 square feet to the first floor. The proposed first-floor addition shall also include 279 square feet of garage space to create a 685 square-foot three-car garage. Further, construction shall include a new 1,883 square-foot second story. The second story addition shall be constructed to a maximum height of 24.6’, as measured from the lowest finished grade adjacent to the building foundation/slab (99.14’) to the highest ridgeline of the residence (123.71’); and 21.9' as measured from the highest elevation of the existing building pad covered by the structure (101.81’) to the highest ridgeline of the residence (123.71’).

4. APPEAL OF SITE PLAN REVIEW & GRADING PERMIT (CASE NO. ZON2005-00593): 29664 Grandpoint Lane / Blessum (KS)

Request: A request to overturn the Director’s decision to conditionally approve Case No. ZON2005-00593 (Site Plan Review and Grading Permit) for the following: a 5,306 square foot one-story single family residence, not to exceed 12’ in overall height; an upslope retaining wall beginning on the west side of the lot to the south side, measuring 137’ in length and up to 7’ in height; an upslope retaining wall on an extreme slope on the south side of the property, measuring 57’ in length and up to 5’ in height; an upslope retaining wall on an extreme slope on the north side of the property, measuring 34’ in length and up to 4’-6” in height; an after-the-fact approval of the retaining wall on the east side of the property, measuring 70’ in length and up to 3’-6” in height.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2006-__, thereby denying the appeal and upholding the Director’s conditional approval of Case No. ZON2005-00593 with revised conditions.

5. CODE AMENDMENT FOR EQUESTRIAN DISTRICTS (CASE NO. ZON2006-00082): Citywide (Equestrian Districts) / City (KF)

Request: A request to amend Section 17.46.040(A) of Title 17 (Zoning), establishing development standards to preserve future horsekeeping opportunities on properties over 15,000 square feet in size in the City’s Equestrian Overlay (Q) Districts.

Action Deadline: None.

Recommendation: Provide input to Staff regarding the additional possible revisions to the proposed code amendment, and continue this matter to a future date certain for adoption of a final version of the code amendment.

6. CONDITIONAL USE PERMIT REVISION & GRADING APPROVAL (CASE NO. ZON2005-00660): 3231 Palos Verdes Drive South / Jindal (KF)

Request: A request to revise the provisions of Conditional Use Permit No. 23 to deviate from the approved building footprint for Lot 26 of Tract No. 34834 (Seacliff Hills) and conduct 964 cubic yards of grading for the construction of a 7,908-square-foot 2-story single-family residence on an upslope lot. The proposed residence would have a maximum height of sixteen feet (16’-0”) as measured from the highest existing grade covered by the proposed structure, and twenty-nine feet six inches (29’-6”) as measured from the lowest finished grade covered by the structure.

Action Deadline: December 12, 2006.

Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution NO. 2006-__, conditionally approving the requested conditional use permit revision and grading approval (Case No. ZON2005-00660).
