1.GENERAL PLAN AMENDMENT, ZONE CHANGE, COASTAL SPECIFIC PLAN AMENDMENT, COASTAL PERMIT, TENTATIVE TRACT MAP, VARIANCE, HEIGHT VARIATION & GRADING PERMIT (CASE NO. ZON2005-00536 & SUB2005-00006 et al): Nantasket/Ireland (KS)

Request: A proposal to change the site’s General Plan Land Use Designation from Commercial Recreational (CR) to Single- Family Residential, two-to-four dwelling units per acre (RS-4); re-zone the subject site from CR to RS-4; change the Coastal Specific Plan’s primary land use designation of commercial recreation to a primary land use of single-family residential; subdivide the existing 1.42-acre subject lot into five residential lots with a minimum lot size of 10,000 square feet; conduct approximately 4,007 cubic yards of grading to accommodate the construction of five (5) two-story single-family residences. The heights of the proposed five (5) two-story residences range from 24.1’ to 25.4’ high. An approval of a variance is requested to allow the proposed five (5) residential lots to have minimum lot depths ranging from 91’ to 93’, which do not meet the minimum 100’ depth requirement for RS-4 lots.

Recommendation: Staff recommends review of the draft resolution for the proposed project be continued to the April 10, 2007 Planning Commission meeting.

2. APPEAL OF GRADING PERMIT (CASE NO. 2005-00524): 20 Martingale Drive / Ray (KF)

Request: A request to overturn the Director’s approval of an after-the-fact grading approval application with conditions requiring the removal of one (1) of three (3) non-permitted downslope retaining walls and partial restoration of the pre-construction grade, but to instead grant, as constructed, after-the-fact approval of 627 cubic yards of grading and three (3) downslope retaining walls in the rear yard of a single-family residence.

Action Deadline: None.

Recommendation: Adopt P.C. Resolution No. 2007-__, upholding the applicant’s appeal and overturning the Director’s conditional approval of an after-the-fact Grading Permit (Planning Case No. ZON2005-00524).

COASTAL PERMIT, CONDITIONAL USE PERMIT & VARIANCE PERMIT (CASE NO. 2006-00465): 6600½ Sea Cove Drive / L.A. County Sanitation District No. 5 (KF)

Requests: Requests for installation of aboveground emergency diesel generators for the Los Angeles County Sanitation Districts’ existing Sea Cove and Long Point pumping plants. Each generator has a built-in fuel tank with a capacity of two hundred twenty-five (225) gallons. The generator at the Sea Cove Pumping Plant would encroach upon the required 15-foot rear-yard setback area for properties located in the RS-1 zoning district. The generator at the Long Point Pumping Plant would encroach upon the required 20-foot setback from non-residential properties and 100-foot setback from residential properties for properties located in the CR zoning district. Furthermore, the Long Point Pumping Plant generator would be located seaward of the coastal setback line established by the City’s Coastal Specific Plan.

Recommendations: Adopt P.C. Resolution No. 2007-__, conditionally approving the requested Coastal Permit, Conditional Use Permit and Variance (Case No. ZON2006-00465) for the Long Point Pumping Plant.

5.TRACT MAP AMENDMENT (CASE NO. SUB2006-00020): Tract Map No. 31617 (Seacrest) / Muckel (KF)

Request: A request to amend the conditions of approval for Tract Map No. 31617 (Seacrest) to permit a wider range of minor accessory structures—such as gazebos, trellises, play equipment, fountains and statuary—outside the Building/Grading Restriction (BGR) line on Lots 42 through 46, inclusive. The corresponding addresses of these lots are 6038 Ocean Terrace Drive (Lot 42), 6034 Ocean Terrace Drive (Lot 43), 6024 Ocean Terrace Drive (Lot 44), 32027 Pacifica Drive (Lot 45) and 32055 Pacifica Drive (Lot 46).

Action Deadline: April 10, 2007.

Recommendation: Adopt P.C. Resolution No. 2007-__, recommending City Council approval of the requested Tract Map Amendment (Case No. SUB2006-00020).

6. HEIGHT VARIATION, GRADING PERMIT AND MINOR EXCEPTION PERMIT (CASE NO. ZON2006-00449): 29118 Highmore Avenue / Jennewein (LM)

Request: A request to demolish more than 50% of the existing single-story residence and construct a new 3,686 square foot 2-story residence (1,897 square foot first-story, 1,365 square foot second-story and 424 square foot garage) with a 128 square foot balcony. The request also includes 355 cubic yards of cut and 86 cubic yards of fill to accommodate a second floor underneath the first floor. Additionally, a retaining wall along the south side property line would range in height from 3’-0” to 5’-7” and a second retaining wall located along the north side property line would reach a maximum height of 2’-1½”. The south side retaining wall would also have a 3’-6” tall guardrail/fence on top of the retaining wall.

Action Deadline: April 24, 2007.

Recommendation: Adopt P.C. Resolution No. 2007-__, thereby approving the Height Variation, Grading Permit and Minor Exception Permit (Case No. ZON2006-00449), subject to the conditions listed in Exhibit A, attached to the draft Resolution.

7. VARIANCE, SITE PLAN REVIEW, GRADING PERMIT AND EXTREME SLOPE PERMIT (CASE NO. ZON2006-00097): 2873 Colt Road / Ross Bolton (KS)

Request: A request to construct 530 square foot one-story addition and a 530 square foot second-story addition to an existing 3,573 square foot two-story residence. The height of the structure will be 12.38’, as measured from the highest point on the existing grade to be covered by the structure to the ridge, and 24.38’, as measured from the lowest finish grade to be covered by the structure to the ridge. Approximately 245 cubic yards of grading is proposed, wherein 220 cubic yards of cut and 25 cubic yards of fill are proposed to accommodate said room addition, as well as improvements in the extreme slope area adjacent to the residence. Extreme Slope Permit is proposed to allow for balcony/deck on the first and second-floors to extend over the existing extreme slope. Lastly, Variance is requested to allow for the construction of said room additions and development in the rear yard, i.e., garden walls, retaining walls, Jacuzzi, and pad area on the existing extreme slope, outside of the Open Space Hazard area.

Action Deadline: May 5, 2007

Recommendation: Adopt P.C. Resolution No. 2007-___; thereby conditionally approving, the variance and site plan review for the room additions, the extreme slope permit for the decks, and the grading permit for the room additions; and deny with prejudice, the variance for the Jacuzzi and the grading permit for said retaining walls on an extreme slope (Case No. ZON2006-00097).

8. CONDITIONAL USE PERMIT (CASE NO. ZON2006-00159): 28041 Hawthorne Boulevard / MMI Titan for Cingular (KS)

Request: A request to construct a 5’x8’x5’ (height, width, length) chimney-like structure atop the existing 32’ high building roof and relocating the existing two telecommunication antennae and installing four new telecommunication antennae inside. The antennae would also require ground mounted equipment housed in two cabinets to be installed adjacent to the existing building. The overall structure height from the existing grade to the top of the chimney will measure 37’ high.

Action Deadline: May 5, 2007.
