Request: A request to construct 530 square foot one-story addition and a 530 square foot second-story addition to an existing 3,573 square foot two-story residence. The height of the structure will be 12.38’, as measured from the highest point on the existing grade to be covered by the structure to the ridge, and 24.38’, as measured from the lowest finish grade to be covered by the structure to the ridge. Approximately 245 cubic yards of grading is proposed, wherein 220 cubic yards of cut and 25 cubic yards of fill are proposed to accommodate said room addition, as well as improvements in the extreme slope area adjacent to the residence. Extreme Slope Permit is proposed to allow for balcony/deck on the first and second-floors to extend over the existing extreme slope. Lastly, Variance is requested to allow for the construction of said room additions and development in the rear yard, i.e., garden walls, retaining walls, Jacuzzi, and pad area on the existing extreme slope, outside of the Open Space Hazard area.

2. GENERAL PLAN AMENDMENT, ZONE CHANGE, COASTAL SPECIFIC PLAN AMENDMENT, COASTAL PERMIT, TENTATIVE TRACT MAP, VARIANCE, HEIGHT VARIATION & GRADING PERMIT (CASE NO. ZON2005-00536 & SUB2005-00006 et al): Nantasket/Ireland (KS)
Request: A proposal to change the site’s General Plan Land Use Designation from Commercial Recreational (CR) to Single- Family Residential, two-to-four dwelling units per acre (RS-4); re-zone the subject site from CR to RS-4; change the Coastal Specific Plan’s primary land use designation of commercial recreation to a primary land use of single-family residential; subdivide the existing 1.42-acre subject lot into five residential lots with a minimum lot size of 10,000 square feet; conduct approximately 4,007 cubic yards of grading to accommodate the construction of five (5) two-story single-family residences. The heights of the proposed five (5) two-story residences range from 24.1’ to 25.4’ high. An approval of a variance is requested to allow the proposed five (5) residential lots to have minimum lot depths ranging from 91’ to 93’, which do not meet the minimum 100’ depth requirement for RS-4 lots.

Recommendation: Staff recommends review of the draft resolution for the proposed project be continued to the April 24, 2007 Planning Commission meeting.
Request: A revised request to construct a 1,318-square-foot 1st-floor addition, a 705-square-foot 2nd-floor addition and a 396-square-foot 2nd-floor roof deck on an existing, 2-story residence. The maximum height of the project is proposed to be 29’ from the lowest finished grade covered by the structure and 21’-5” from the highest existing grade covered by the structure.
Action Deadline: April 23, 2007.
Recommendation: Adopt P.C. Resolution No. 2007-__, conditionally approving the requested coastal permit, height variation and site plan review (Case No. ZON2006-00168).

Request: A request to demolish more than 50% of the existing single-story residence and construct a new 3,373.15 square foot 2-story residence (2,109.15 square foot 1st floor, 1,264 square foot 2nd floor and 410.89 square foot garage). The proposed residence measures 25’-8” in height, as measured from the lowest finished grade adjacent to the foundation/slab to the highest ridgeline of the residence; and 23’-11½” in height, as measured from the highest elevation of building pad covered by structure to the highest ridgeline of the residence.

Request: A request to construct 302 cubic yards of grading to accommodate a driveway on 27601 Palos Verdes Drive East and 1,882 cubic yards of grading to accommodate a driveway and a 6,222 square foot new residence on 27601 Palos Verdes Drive East. The proposed structure height is 26’-0” as measured from the point where the lowest foundation meets finished grade (445.00), to the ridgeline (471.00); and 16’-0”, as measured from the highest existing grade (455.00) to the ridgeline (471.00).

Recommendation: Adopt P.C. Resolution No. 2007-__, thereby approving the Height Variation and Grading Permit (Case No. ZON2006-00528).
Request: A request to permit the grading of 3,910 cubic yards (3,900 cubic yards of cut and 10 cubic yards of fill) to accommodate a basement, driveway, partially subterranean garage and outdoor basement patio areas, along with associated retaining walls for a new residence.
