CONSENT CALENDAR: NONE CONTINUED BUSINESS: 1. GRADING PERMIT (CASE NO. ZON2007-00070): Trump National Lot #10/VH Property Corp (GP) Request: A request to permit the grading of 3,910 cubic yards (3,900 cubic yards of cut and 10 cubic yards of fill) to accommodate a basement, driveway, partially subterranean garage and outdoor basement patio areas, along with associated retaining walls for a new residence. Action Deadline: May 6, 2007 Recommendation: Adopt P.C. Resolution No. 2007-__, thereby conditionally approving the Grading Permit (Case No. ZON2007-00070) (This item was continued from the April 10, 2007 Planning Commission meeting) 2. REVISION TO CONDITIONAL USE PERMIT NO.155 (CASE NO. ZON2003-00086): 27501 Western Avenue / Green Hills Memorial Park (ES) Request: A request to revise the existing Master Plan for Green Hills Memorial Park Cemetery to allow additional grading, import of fill, mausoleum buildings and ground burials for build-out of the cemetery over the next 30 to 50 years. Action Deadline: May 21, 2007 Recommendation: Adopt P.C. Resolution No. 2007-__ certifying the Mitigated Negative Declaration, and adopt R.C. Resolution No. 2007-__ conditionally approving Case No. ZON2003-00086 for a revised Green Hills Master Plan. (This item was continued from the February 27, 2007 Planning Commission meeting) 3. VARIANCE PERMIT (CASE NO. ZON2006-00510): 6521 Via Lorenzo / Jerry Rodin (SK) Request: A request to demolish the existing non-conforming, 324 square foot detached garage and construct a new 392 square foot garage in its place. The proposed new garage requires a Variance due to a reduced rear yard setback of 5’-0” instead of the minimum required setback of 15’-0”. Action Deadline: July 6, 2007 Recommendation: Adopt P.C. Resolution No. 2007-___; thereby approving Variance (Case No. ZON2006-00510). (This item was continued from the March 13, 2007 Planning Commission meeting) 4. APPEAL OF COASTAL PERMIT, GRADING PERMIT, MINOR EXCEPTION PERMIT AND SITE PLAN REVIEW (CASE NO. ZON2006-00243): 11 Clipper Road / Ostrum (LM) Request: An appeal of the Director’s conditional approval to improve a vacant lot zoned for a single-family residential dwelling unit in a non-appealable area of the Coastal Zone. The re-designed project now includes a Minor Exception Permit application to allow a combination wall (retaining wall and fence) to exceed the maximum allowable height established by the City’s Development Code. Although the project continues to request approval for a new single-story residence, the project has been re-designed to include the following: a) the construction of a new 2,940 square foot single-story residence, a 944 square foot enclosed patio and a 610 square foot garage where the overall height of the proposed structure would reach 20’-0”, as measured from the lowest finished grade adjacent to the structure to the top of the highest ridgeline, and 15’-0”, as measured from the highest adjacent grade to the top of the highest ridgeline, b) a total of 735 cubic yards of grading (93 cubic yards of cut and 642 cubic yards of fill) to accommodate the new residence, c) a new downslope combination wall along the south side property line that would range in height from 6’-0” to 8’-0” on the low side of the wall and 3’-6” on the high side of the wall, d) a new downslope combination wall along the west rear property line that would reach a height of 6’-0” on the low side of the wall and 3’-6” on the high side of the wall, and e) other ancillary property improvements (i.e. rear yard pool and spa) Action Deadline: None Recommendation: Adopt P.C. Resolution No. 2007-__, upholding the Director’s decision and conditionally approving the requested Coastal Permit, Grading Permit, Minor Exception Permit and Site Plan Review (Case No.ZON2006-00243). (This item was continued from the February 27, 2007 Planning Commission meeting) 5. GENERAL PLAN AMENDMENT, ZONE CHANGE, COASTAL SPECIFIC PLAN AMENDMENT, COASTAL PERMIT, TENTATIVE TRACT MAP, VARIANCE, HEIGHT VARIATION & GRADING PERMIT (CASE NO. ZON2005-00536 & SUB2005-00006 et al): Nantasket/Ireland (KS) Request: A proposal to change the site’s General Plan Land Use Designation from Commercial Recreational (CR) to Single- Family Residential, two-to-four dwelling units per acre (RS-4); re-zone the subject site from CR to RS-4; change the Coastal Specific Plan’s primary land use designation of commercial recreation to a primary land use of single-family residential; subdivide the existing 1.42-acre subject lot into five residential lots with a minimum lot size of 10,000 square feet; conduct approximately 4,007 cubic yards of grading to accommodate the construction of five (5) two-story single-family residences. The heights of the proposed five (5) two-story residences range from 24.1’ to 25.4’ high. An approval of a variance is requested to allow the proposed five (5) residential lots to have minimum lot depths ranging from 91’ to 93’, which do not meet the minimum 100’ depth requirement for RS-4 lots. Action Deadline: None Recommendation: Staffs recommends that Planning Commission review and adopt the resolutions for the above-listed project, thereby approving Case No. ZON2005-00536 for General Plan Amendment, Coastal Specific Plan Amendment, Zone Change, Vesting Tentative Tract Amendment No. 67532, Coastal Permit, Variance, and Grading Permit to allow the following land use change from commercial recreational (CR) to single-family residential, two-to-four dwelling units per acre; zone change from CR to RS-4; land division of a 1.42-acre lot into five (5) single-family residential lots with nonconforming lot depths ranging from 91’ to 93’; allow grading proposed to accommodate the construction of the proposed residences on Lots 1 and 2; and deny without prejudice, grading proposed to accommodate the construction of the residences proposed on Lots 3, 4, and 5; and Case Nos. ZON2006-00180~182, also known as Height Variation applications for Lots 3, 4, and 5. (This item was continued from the April 10, 2007 Planning Commission meeting) PUBLIC HEARINGS: Request: A request to conduct 849 cubic yards of grading to accommodate the construction of a 5,737 square foot two-story, single-family residence with a 640 square foot attached garage. The proposed structure height is 26’, as measured from the point where the lowest foundation (94.5) meets finished grade, to the ridgeline (120.5); and 14.75’, as measured from the highest existing grade (105.75) to the ridgeline (120.5). Action Deadline: May 6, 2007 Recommendation: Receive and file the report that the applicant has withdrawn the current project application (Case No. ZON2006-00618).
