Request: A request to construct a 4’-0” long by 3’-5” tall monument sign in the public right-of-way at the intersection of Beachview Drive and Seahill Drive for the Vista Pacifica neighborhood, as part of an awarded Public Works Beautification Grant.
Action Deadline: July 7, 2008
Recommendation: Adopt P.C. Resolution No. 2008-___, thereby approving, with

3. HEIGHT VARIATION & GRADING PERMIT (ZON2008-00193): 5338 Bayridge Road/Martin (SK)

Request: A request to demolish an existing garage, conduct 59.6yd³ of grading to accommodate a 2,025.4ft² split-level addition (674.2ft² upper level, 737.9ft² lower level and 613.3ft² garage) to an existing single story residence. The proposed structure height is 17’, as measured from pre-construction grade at the highest elevation of the existing building pad area covered by the structure to the ridgeline; and 20.46’, as measured from the point where the lowest foundation or slab meets finished grade, to the ridgeline.
Action Deadline: June 22, 2008
Recommendation: Adopt P.C. Resolution No. 2008-__; thereby denying, without prejudice, the Height Variation and Grading Permit (Case No. ZON2008-00193).
4. CONDITIONAL USE PERMIT & GRADING PERMIT 9ZON2007-00182): 31100 – 31176 Hawthorne Blvd., and 31212 – 31246 Palos Verdes Drive South (Golden Cove Center) / Petrossi (ES)

Request: A request to demolish an existing restaurant building (Golden Lotus) measuring 6,815 square feet, and construct a new Trader Joe’s grocery store building with 12,944 square feet of retail area and 3,530 square feet of mezzanine storage area (16,474 square feet of gross area). The new grocery store building is proposed to measure 38-feet in overall height as measured from highest ridgeline to lowest finish grade. Also proposed is a subterranean parking structure for 85 vehicles under the new market building with an elevator, and re-striping of the existing parking lot, thereby increasing the overall number of parking spaces in the shopping center from 275 spaces to 356 spaces; construction of several courtyards along the front of the existing two-story building; a new courtyard along the north side of the new market building; closure of the enter-only driveway along Palos Verdes Drive West to add common space to the area adjacent to Starbuck’s Coffee shop; relocation of the existing trash enclosure; a new pedestrian entry feature leading to the restaurants along the western portion of the site; and, a request to allow a pedestrian access gap in the wall between the shopping center and the adjacent vacant property to the south.
Action Deadline: October 12, 2008
Recommendation: Review the proposed project and direct the applicant to redesign to lower the height of the proposed Trader Joe’s grocery store building, and continue the hearing to a date certain to allow the applicant time to modify the proposed building design and time to re-silhouette a redesigned building.
5. ANNUAL REVIEW OF VIEW RESTORATION PERMIT NO. 203: 3632 Vigilance Drive/Aelony (JA)

Request: A City-initiated request to review the trimming maintenance schedule for one (1) Monterey Pine tree located at the property, 3642 Vigilance Drive.
Action Deadline: None
Recommendation: Staff recommends that the Planning Commission determine that the Monterey Pine tree’s trimming maintenance schedule is adequate, via minute order.
6. HOUSING ELEMENT: Citywide / City (ES)

Request: A request to amend the General Plan Housing Element consistent with the Government Code that requires every city to periodically amend their Housing Element. For all cities and counties within the regional jurisdiction of the Southern California Association of Governments, the Government Code requires that the Housing Element be revised by June 30, 2008. Hence, this proposed Housing Element Amendment is to address the requirements of the State of California.
Action Deadline: June 30, 2008
Recommendation: Adopt P.C. Resolution No. 2008-__, recommending that the City Council certify a Negative Declaration for the project, and adopt P.C. Resolution No. 2008-__, recommending that the City Council approve the amendment to the City’s Housing Element, thereby approving the Final Draft Housing Element.
