Request: A request to demolish an existing single-story residence and conduct 738.9yd³ of grading to accommodate the construction of a new 7,067.46ft² two-story residence with a 1,229.59ft² attached garage. The proposed structure height is 25.89’, as measured from the point where the lowest foundation meets finished grade, to the ridgeline of the structure.

3. CONDITIONAL USE PERMIT & GRADING PERMIT 9ZON2007-00182): 31100 – 31176 Hawthorne Blvd., and 31212 – 31246 Palos Verdes Drive South (Golden Cove Center) / Petrossi (ES)

Request: A request to demolish an existing restaurant building (Golden Lotus) measuring 6,815 square feet, and construct a new Trader Joe’s grocery store building with 12,944 square feet of retail area and 3,530 square feet of mezzanine storage area (16,474 square feet of gross area). The new grocery store building is proposed to measure 38-feet in overall height as measured from highest ridgeline to lowest finish grade. Also proposed is a subterranean parking structure for 85 vehicles under the new market building with an elevator, and re-striping of the existing parking lot, thereby increasing the overall number of parking spaces in the shopping center from 275 spaces to 356 spaces; construction of several courtyards along the front of the existing two-story building; a new courtyard along the north side of the new market building; closure of the enter-only driveway along Palos Verdes Drive West to add common space to the area adjacent to Starbuck’s Coffee shop; relocation of the existing trash enclosure; a new pedestrian entry feature leading to the restaurants along the western portion of the site; and, a request to allow a pedestrian access gap in the wall between the shopping center and the adjacent vacant property to the south.

Action Deadline: October 12, 2008

Recommendation: Continue the public hearing to the August 12, 2008 meeting.

4. VESTING TENTATIVE TRACT MAP NO. 68796, GENERAL PLAN AMENDMENT, ZONE CHANGE, CONDITIONAL USE PERMIT, GRADING PERMIT & ENVIRONMENTAL ASSESSMENT (CASE NOS. SUB2007-00003 & ZON2007-00072): 28220 Highridge Road / REC Development (KF)

Request: A request to approve a 27-unit, 2- and 3-story condominium complex with subterranean parking; 22,111 cubic yards of related grading; and the annexation and rezoning of a 440-square-foot portion of the 1.25-acre project site that currently lies within the City of Rolling Hills Estates.

Action Deadline: None.

Recommendation: Receive additional information regarding the revised project and silhouette, the view impact analysis from residences on Via La Cima, and the City traffic engineer’s review of the cumulative traffic impact analysis; and continue the public hearing to July 8, 2008 for the adoption of appropriate P.C. resolutions for the revised Mitigated Negative Declaration and project.

Request: A request for a Grading Permit, Minor Exception Permit, Sign Permit and Revision of the Existing Conditional Use Permit #96 to establish a Master Plan for the St. John Fisher Church and School property including: The construction of 34,406 square feet of gross new building area (24,592 square feet of net new building area) for a new sanctuary, preschool, administration building, library, art room, storage area, garage and offices; demolition of 10,329 square feet, including the existing rectory, youth building and offices; remodel 26,544 square feet of existing building area, including existing offices, classrooms, converting the existing convent into a new rectory and converting the existing sanctuary into a new gymnasium, 30,688 cubic yards of grading (excavation, fill and export), and a new sign at the corner of Crest Road and Crenshaw Boulevard.

Action Deadline: October 23, 2008

Recommendation: Review the proposed St. John Fisher Master Plan and direct the Applicant to modify the design of the proposed St. John Fisher Sanctuary by reducing the height of the bell tower, and continue the hearing to July 22, 2008
