1. GREEN BUILDING PROGRAM (Case No. ZON2007-00598: Citywide / City (LM)
            To review the staff report click here

Request: A request to amend Title 15 (Building Code) and Title 17 (Development Code) of the City’s Municipal Code to establish certain building and remodeling requirements for a Green Building Program, adopt the Build It Green Guidelines and Build It Green Rating System for certified recognition of green buildings, and establish incentives for Green Building Projects throughout the City.

Action Deadline: None

Recommendation: 1) Adopt P.C. Resolution No. 2008-__, thereby recommending the City Council certify a Negative Declaration pursuant to the California Environmental Quality Act; and 2) Adopt P.C. Resolution No. 2008-__, thereby recommending to the City Council the adoption of an ordinance to amend Title 17 (Development Code) to establish a voluntary green building program and to establish mandatory green practices and development standards for all proposed construction.

2. SITE PLAN REVIEW & VARIANCE PERMIT (CASE NO. ZON2008-00303): 4008 Miraleste Drive / Politeo & Associates (SK)
            To review the staff report click here

Request: A request to convert an existing 416ft² garage into a family room, construct a 242ft² addition to the sides and construct a new 446ft² garage to the front of an existing single story residence. The new garage is proposed with a reduced front yard setback of 15’, while the code requires 20’. The maximum height of the proposed project is 15’-9”, as measured from the point where the lowest foundation or slab meets finished grade to the ridge line of the proposed addition.

Action Deadline: September 21, 2008

Recommendation: Adopt P.C. Resolution No. 2008-__, thereby approving a Site Plan Review and Variance (Case No. ZON2008-00303).

3. MARYMOUNT COLLEGE FACILITIES EXPANSION PROJECT (CASE NO. ZON2005-00395): 30800 Palos Verdes Drive East (AM)

Request: A request to modernize the existing campus by demolishing 7 of the 13 existing buildings, expanding 4 of the existing buildings (14,916 square feet), constructing 6 new buildings including a new library, athletic building and two resident hall buildings (121,092 square feet), relocating and reconfiguring the recreational facilities, expanding the parking area (for a total of 463 off-street parking spaces), reconfiguring the entry drive, and constructing various on-site improvements. Additionally, the applicant proposes to conduct 102,000 cubic yards of earth movement (51,000 cubic yards of cut and 51,000 cubic yards of fill) that will be balanced on-site. The proposed Project would occur entirely within the boundaries of the existing 24.57-acre campus. No change to the College’s existing academic operation or student enrollment limit is proposed under the current development application.

Action Deadline: 180 days after certification of the project EIR

Recommendation: 1) Receive an overview on the proposed project including a presentation on the updated project plans prepared by the applicant since the close of the comment period on the Draft EIR; 2) Provide Staff with feedback and direction on the proposed processing schedule for the project applications; and, 3) Continue the public hearing to October 28, 2008.
