1. HEIGHT VARIATION PERMIT & GRADING PERMIT (CASE NO. ZON2006-00643): 16 Rockinghorse Road / Chen (KF)
            To review the staff report click here

Request: A request to construct a new, 5,987-square-foot, 2-story single-family residence and attached 3-car garage; and conduct 643 cubic yards of related grading. The residence would have a maximum height of twenty-six feet (26’-0”) from the lowest finished grade adjacent to the foundation to the highest ridgeline; and sixteen feet (16’-0”) from the highest point of the existing building pad covered by the structure to the highest ridgeline.

Action Deadline: October 20, 2008

Recommendation: Adopt P.C. Resolution No. 2008-__, thereby conditionally approving the requested height variation and grading permit for the revised proposal.

2. CONDITIONAL USE PERMIT, GRADING PERMIT, SIGN PROGRAM & ENVIRONMENTAL ASSESSMENT (CASE NO. ZON2002-00216): 29941 Hawthorne Boulevard / Chhabria (KF)

Request: A request to construct a new, 7,116-square-foot 1-story office building with twenty-nine (29) parking spaces in a 6,466-square-foot subterranean garage and an adjoining surface parking lot, and 9,943 cubic yards of related grading. The maximum height of the proposed building is 13’-6” from the highest existing grade covered by the structure, and 28’-6” from the point where the lowest foundation meets finished grade.

Action Deadline: October 19, 2008

Recommendation: 1) Review the revised project design proposed by the applicant to determine whether the modifications address the Commission’s concerns with the proposed project’s view impacts; and 2) if the proposed revisions are deemed acceptable by the Planning Commission, close the public hearing and direct Staff to bring back appropriate resolutions and conditions of approval for consideration at the October 14, 2008, Planning Commission meeting.

3. REVISION TO CONDITIONAL USE PERMIT, GRADING PERMIT, MINOR EXCEPTION PERMIT, SITE PLAN REVIEW & ENVIRONMENTAL ASSESSMENT (CASE NO. ZON2007-00598): 5448 Crest Road / St. John Fisher Catholic Church (LM)

Request: A request for a Grading Permit, Minor Exception Permit, Sign Permit and Revision of the existing Conditional Use Permit #96, to establish a Master Plan for the St. John Fisher


Church and School property including: The construction of a new sanctuary, preschool, administration building, library, art room, storage area, garage and offices; demolition of existing rectory, youth building and offices; remodel existing offices and classrooms, converting the existing convent into a new rectory and converting the existing sanctuary into a new gymnasium, 30,688 cubic yards of grading (excavation, fill and export), and a new sign at the corner of Crest Road and Crenshaw Boulevard.

Action Deadline: October 23, 2008

Recommendation: 1) Review the revised design and additional information provided by the applicant to determine whether the modifications and additional information address the Commission’s concerns with the proposed project, review and comment on the attached Draft Conditions of Approval and close the public hearing; and 2) If the Commission’s concerns have been addressed, then certify the Mitigated Negative Declaration (MND) and direct Staff to bring back the appropriate Resolution and Mitigation Monitoring Program for formal adoption at the October 14, 2008 Planning Commission meeting; and 3) If the Commission’s concerns have been addressed, then conditionally approve the St. John Fisher Master Plan project, including CUP #96 – Revision “D,” Grading Permit, Minor Exception Permit and Sign Permit Case No. ZON2007-00492 and direct Staff to bring back the appropriate Resolution for adoption at the October 14, 2008 Planning Commission meeting.

4. HEIGHT VARIATION PERMIT, GRADING PERMIT & SITE PLAN REVIEW (CASE NO. ZON2007-00472): 27000 Freeport Road / Kwon (SK)

Request: A request to construct a new two story 4,771ft² residence with an attached 624ft² garage on a vacant lot. The proposed building height is 24’-1”, as measured from the point where the lowest foundation or slab meets finished grade, to the ridgeline or highest point of the structure.

Action Deadline: November 16, 2008

Recommendation: Adopt P.C. Resolution No. 2008__; thereby denying, without prejudice, the Height Variation and Site Plan Review (Case No. ZON2007-00472).

6. TRACT MAP AMENDMENT, CONDITIONAL USE PERMIT & GRADING PERMIT (CASE NO. ZON2007-00061): 2902 Vista del Mar / Didominicantonio (ES)

Request: A request to revise the approved footprint and development specified in Conditional Use Permit No. 23 and the Seacliff Hills Development Guidelines, to accommodate the construction of a new split-level residence and basement, with detached garage measuring a total of 11,688 square feet (garage and basement included), and 1,988 cubic yards of associated grading. Lastly, the project includes a request to adjust the “Restricted Use Area” on the property to accommodate a driveway to access the residence.

Action Deadline: October 25, 2008

Recommendation: Continue the public hearing to the October 14, 2008 Planning Commission meeting.

Request: A proposal by Staff for the Planning Commission to schedule additional meeting dates.

Recommendation: 1) Select either Wednesday, October 8, 2008, or Thursday, October 9, 2008 as the date of an adjourned Planning Commission meeting for the purpose of obtaining EIR Certification training from a Consultant; and 2) select either Wednesday, October 29, 2008 or Thursday, October 30, 2008, as the date of an adjourned Planning Commission meeting to serve as an extra Planning Commission meeting during the month of October for the multiple applications that currently require Planning Commission consideration.
