            To review the staff report click here

Request: A request to co-locate panel antennas on an existing light standard near the center of the parking lot at Robert E. Ryan Community Park, increasing the height of the light standard from 26’ to 30’. The proposed project also includes a request to conduct 67yd³ of grading to accommodate a 250ft² area for equipment cabinets.

Action Deadline: February 7, 2009

Recommendation: Adopt P.C. Resolution No. 2009-__, thereby approving the installation of antenna panels on top of an existing light standard at Ryan Park.

2. VIEW RESTORATION PERMIT (CASE NO. VRP 203) (INTERPRETATION REVIEW HEARING): 3632 Vigilance Drive / Aelony (JA)

Request: A request for an Interpretation Review on whether the trimming of one (1) Monterey Pine tree located at 3642 Vigilance Drive was carried out in accord with condition of approval No. 2 of P.C. Resolution No. 2006-43.

Action Deadline: None

Recommendation: Adopt P.C. Resolution No. 2009-___, thereby directing the foliage owners to perform specific additional Monterey Pine tree trimming within a specific time frame so as to complete the tree trimming work to comply with Condition of Approval No. 2 of P.C. Resolution No. 2006-43 upon finding that the initial 2007 Monterey Pine tree trimming did not meet the intent of said Condition and Resolution.

3. CONDITIONAL USE PERMIT REVISION AND SITE PLAN REVIEW (CASE NO. ZON2008-00598): 3231 Palos Verdes Drive South / Jindal (KF)

Request: A request to revise the provisions of Conditional Use Permit No. 23 to exceed the maximum 25-percent lot coverage for Lot 26 of Tract No. 34834 (Seacliff Hills) by six percent (6%) for the construction of an infinity-edge pool, spa, mechanical equipment, pool deck and built-in barbeque totaling nine hundred sixty square feet (960 SF) in area.

Action Deadline: January 30, 2009

Recommendation: Adopt P.C. Resolution No. 2009-__, conditionally approving the requested Conditional Use Permit Revision and Site Plan Review (Case No. ZON2008-00598).

4. MARYMOUNT COLLEGE FACILITIES EXPANSION PROJECT – REVIEW OF FINAL EIR (CASE NO.ZON2003-00317 / CONDITIONAL USE PERMIT NO. 9 - REVISION ‘E’, GRADING PERMIT & VARIANCE): 30800 Palos Verdes Drive East / Marymount College (AM)

Request: A request to modernize the existing campus by demolishing 7 of the 13 existing buildings, expanding 4 of the existing buildings (14,916 square feet), constructing 6 new buildings including a new library, athletic building and two resident hall buildings (121,092 square feet), relocating and reconfiguring the recreational facilities, expanding the parking area (for a total of 463 off-street parking spaces), reconfiguring the entry drive, and constructing various on-site improvements. Additionally, the applicant proposes to conduct 102,000 cubic yards of earth movement (51,000 cubic yards of cut and 51,000 cubic yards of fill) that will be balanced on-site. The proposed Project would occur entirely within the boundaries of the existing 24.57-acre campus. No change to the College’s existing academic operation or student enrollment limit is proposed under the current development application.

Action Deadline: None

Recommendation: Staff recommends that the Commission: 1) Review the findings for the requested Grading Permit and provide Staff with direction; 2) Review the findings for the requested Variance Permit and provide Staff with direction; 3) Review the findings for the requested Minor Exception Permit and provide Staff with direction; 4) Review the findings for the requested Master Sign Permit and provide Staff with direction; 5) Provide Staff with direction on any of the Conditional Use Permit application components not discussed at the previous public hearing; and, 6) Continue the public hearing to February 24, 2009 to review the Staff responses to comments on the Final EIR and receive a comprehensive overview of the project’s traffic and parking analysis.
