2. ZONE TEXT AMENDMENT FOR CONDITIONAL USE PERMITS IN THE CL ZONE: City/ Citywide (ES)
            To review the staff report click here

Request: A request to amend Chapter 17.14 of Title 17 of the City’s Municipal Code pertaining to permitted and conditionally permitted uses in the Commercial-Limited (CL) Zoning District. The current Code identifies uses that are permitted and uses that are conditionally permitted within the CL Zoning District. The proposed Code Amendment will change this section to require a conditional use permit for all uses identified in the CL Zoning District.

Action Deadline: None

Recommendation: Adopt P.C. Resolution No. 2009-_, recommending approval of an amendment to Chapter 17.14 of Title 17 to delete certain conditionally permitted uses listed in Section 17.14.030 of the City’s Municipal Code.

3. ANNUAL REPORT ON THE IMPLEMENTATION OF THE HOUSING ELEMENT: City/Citywide (LM)

Request: Review the Housing Element Annual Report regarding the status of the City’s General Plan Housing Element and the progress on its implementation for the 2008 calendar year.

Recommendation: Direct Staff, via Minute Order, to forward the City’s Annual Report to the City Council.

4. MARYMOUNT COLLEGE FACILITIES EXPANSION PROJECT – REVIEW OF FINAL EIR (CASE NO.ZON2003-00317 / CONDITIONAL USE PERMIT NO. 9 - REVISION ‘E’, GRADING PERMIT & VARIANCE): 30800 Palos Verdes Drive East / Marymount College (AM)

Request: A request to modernize the existing campus by demolishing 7 of the 13 existing buildings, expanding 4 of the existing buildings (14,916 square feet), constructing 6 new buildings including a new library, athletic building and two resident hall buildings (121,092 square feet), relocating and reconfiguring the recreational facilities, expanding the parking area (for a total of 463 off-street parking spaces), reconfiguring the entry drive, and constructing various on-site improvements. Additionally, the applicant proposes to conduct 102,000 cubic yards of earth movement (51,000 cubic yards of cut and 51,000 cubic yards of fill) that will be balanced on-site. The proposed Project would occur entirely within the boundaries of the existing 24.57-acre campus. No change to the College’s existing academic operation or student enrollment limit is proposed under the current development application.

Action Deadline: None

Recommendation: Staff recommends that the Commission, at the request of Marymount College, continue the March 10th public hearing, with no discussion on the merits of the project applications, to Tuesday, March 31, 2009 and identify a schedule for the remaining anticipated public hearings.
