Request: A request to install the following 14 antennas and support equipment to the rooftop of main hotel building ‘A’: 1) Verizon Wireless to mount 4 antennas behind fiberglass tiles on an existing faux decorative chimney; 2) AT&T to mount 4 antennas behind fiberglass tiles on an existing faux decorative chimney; 3) T-Mobile to mount 2 antennas behind fiberglass tiles on an existing faux decorative chimney; 4) T-Mobile to mount 4 antennas behind fiberglass screens on an existing elevator equipment room; and 5) Verizon Wireless, AT&T and T-Mobile to install equipment cabinets within separate leasing areas, located inside two separate existing rooftop equipment wells.

Recommendation: Adopt P.C. Resolution No. 2009-__; thereby approving the Conditional Use Permit and Coastal Permit (Case Nos. ZON2009-00131, ZON2009-00134 and ZON2009-00135).

Request: A request to allow a different exterior façade treatment/material, which includes a corrugated metal façade treatment rather than the glass exterior approved by the Planning Commission on December 11, 2008.

Recommendation: Adopt P.C. Resolution No. 2009-__, conditionally approving a Revision to Case No. ZON2008-00530, a revision to the Conditional Use Permit.

4. COASTAL PERMIT, GRADING PERMIT, SITE PLAN REVIEW & VARIANCE (CASE NO. ZON2008-00397): 4115 Maritime Road / Rodin Associates (SK)

Request: A request to excavate 300yd³ of grading for a new 1,026ft² habitable area at the basement level; construct a 38ft² addition to the main level; allow 11 yd³ of grading to construct a 10.92’ tall combination wall for a new entry stairway; construct a new entry ramp for wheel chair access; construct a 5.91’ tall retaining wall in the front yard to accommodate light wells; construct a new 202ft² porch/deck to the front; construct a new 6’ tall wall along the rear property line; and expand the existing balcony above the garage by 146ft² to a property located within an appealable area within the Coastal Setback Zone.

Recommendation: Adopt P.C. Resolution No. 2009-__; thereby conditionally approving the Coastal Permit, Grading Permit, Site Plan Review and Variance (Case No. ZON2008-00397).

5. HEIGHT VARIATION & SITE PLAN REVIEW (CASE NO. ZON2008-00314): 30563 Calle de Sueños / Lee (KF)

Request: A request to demolish more than fifty-percent (50%) of an existing, 2,527-square-foot 1-story single-family residence and construct 1- and 2-story additions, resulting in a new, 4,959-square-foot 2-story single-family residence. The maximum height of the project is proposed to be 25’-3” from the lowest finished grade covered by the structure and 24’-11” from the highest existing grade covered by the structure.

Action Deadline: June 1, 2009

Recommendation: Adopt P.C. Resolution No. 2009-__, thereby denying, without prejudice, the requested Height Variation and Site Plan Review (Case No. ZON2008-00314)

6. REVISION TO CONDITIONAL USE PERMIT & GRADING PERMIT (CASE NO. ZON2009-00085): 78 Via del Cielo / Inferrera (SK)

Request: A request to conduct 120yd³ of grading and construct a 5’ tall retaining wall against an ascending extreme slope (manufactured or natural grade of 35% or greater) in the street side yard.

Recommendation: Adopt P.C. Resolution No. 2009-__; thereby denying, with prejudice, the Conditional Use Permit revision and Grading Permit (Case No. ZON2009-00085).

7. ZONE CHANGE & ENVIRONMENTAL ASSESSMENT (CASE NO. ZON2009-00053): Tract 16540 – Portuguese Bend Club East / City (LM)

Request: A request to rezone all properties located within Tract 16540 of the Portuguese Bend Club that are zoned Single-family Residential (RS-2) or dual zoned Single-family Residential (RS-2 and RS-5) to one Single-family Residential zone (RS-5) in order to maintain consistency with the City’s Local Coastal Specific Plan.

Action Deadline: None

Recommendation: Adopt PC Resolution No. 2009-__, recommending approval to the City Council of a Negative Declaration for the proposed project, and adopt PC Resolution No. 2009-__, recommending approval to the City Council for the proposed Zone Change within Tract 16540.
