1. MARYMOUNT COLLEGE FACILITIES EXPANSION PROJECT (CASE NO.ZON2003-00317 / CONDITIONAL USE PERMIT NO. 9 - REVISION ‘E’, GRADING PERMIT & VARIANCE): 30800 Palos Verdes Drive East / Marymount College (AM)
            To review the staff report click here

Request: A request to modernize the existing campus by demolishing 7 of the 13 existing buildings, expanding 4 of the existing buildings (14,916 square feet), constructing 6 new buildings including a new library, athletic building and two resident hall buildings (121,092 square feet), relocating and reconfiguring the recreational facilities, expanding the parking area (for a total of 463 off-street parking spaces), reconfiguring the entry drive, and constructing various on-site improvements. Additionally, the applicant proposes to conduct 102,000 cubic yards of earth movement (51,000 cubic yards of cut and 51,000 cubic yards of fill) that will be balanced on-site. The proposed Project would occur entirely within the boundaries of the existing 24.57-acre campus. No change to the College’s existing academic operation or student enrollment limit is proposed under the current development application.

Recommendation: Staff recommends that the Planning Commission:

1. Review the findings for the remedial grading on the southern slope proposed to remove the band of extreme slope and un-compacted fill;

2. Adopt P.C. Resolution No. 2009-__, certifying the project’s Environmental Impact Report pursuant to the California Environmental Quality act with a Mitigation Monitoring and Reporting Program and a Statement of Overriding Considerations; and,

3. Adopt P.C. Resolution No. 2009-__, approving, with conditions, the requested planning applications allowing the construction of the revised Marymount College Facilities Expansion Project.

2. RECONSIDERATION OF HEIGHT VARIATION GRADING PERMIT & CONDITIONAL USE PERMIT (CASE NO. ZON2007-00593): 5 Cayuse Lane / Goddard (KF)

Request: A request to construct a new, 5,381-square-foot 2-story single-family residence and attached second dwelling unit; and to conduct two hundred forty-five cubic yards (245 CY) of related grading. The maximum height of the project is proposed to be 25’-0” from the lowest finished grade covered by the structure and 25’-0” from the highest existing grade covered by the structure (NOTE: the Planning Commission previously denied a 6,507-square-foot project on this site on October 30, 2008, which was appealed by the applicant on November 10, 2008, and remanded back to the Commission by the City Council on February 3, 2009).

Request: A request to construct an 818-square-foot 2nd-story addition to an existing 1-story single-family residence. The maximum height of the project is proposed to be 24.29’ from the lowest finished grade covered by the structure and 22.95’ from the highest existing grade covered by the structure.

Request: A request to demolish more than fifty-percent (50%) of an existing, 2,527-square-foot 1-story single-family residence and construct 1- and 2-story additions, resulting in a new, 4,959-square-foot 2-story single-family residence. The maximum height of the project is proposed to be 25’-3” from the lowest finished grade covered by the structure and 24’-11” from the highest existing grade covered by the structure.

Request: A request to overturn the Hearings Officer’s conditional approval of a lot line adjustment between and among two (2) developed parcels (3 Yacht Harbor Drive and 4194 Maritime Road) and two (2) undeveloped parcels (Assessor’s Parcel Nos. 7572-022-048 and 7572-022-051) within an appealable portion of Subregion 6 of the City’s Coastal Specific Plan area.

Request: A request to revise the Master Sign Program for Westmont Plaza to revise the approved monument sign location from the north side of the north driveway to the south side of the north driveway. The request also includes a new monument sign with a maximum height of 11’-0” and width of 9’-0”.

7. INTERPRETATION HEARING REQUEST (CASE NO. ZON2009-00146): 6001 Palos Verdes Drive South and Residentially Zone property Citywide / Requestor: Gary Weber, representing York Point View Properties / ES

Request: A request to conduct a hearing on an interpretation issued by the Director whereby a determination was made that a Conditional Use Permit application cannot be accepted for use of Residentially Zoned property to conduct a commercial enterprise whereby Residentially zoned property is used by a person or organization that is not the property owner for the purpose of conducting events, meetings, parties or other similar activities on an on-going commercial basis; rather, a Special Use Permit can be submitted for each proposed “Event Garden” use as they occur.
