Request: A request to construct an 818-square-foot 2nd-story addition to an existing 1-story single-family residence. The maximum height of the project is proposed to be 24.29’ from the lowest finished grade covered by the structure and 22.95’ from the highest existing grade covered by the structure.

Action Deadline: August 20, 2009

Recommendation: Accept the applicant’s withdrawal of the Height Variation (Case No. ZON2008-00186).

2. HEIGHT VARIATION & SITE PLAN REVIEW (CASE NO. ZON2009-00222): 28033 Golden Meadow Drive / Kim (LM)
            To review the staff report click here

Request: A request to construct a new 344 square foot family room and a 566 square foot second story addition at the rear of the residence. The project also includes an 86 square foot dining room. After construction of the addition, the residence would reach a maximum height of 22’-0”.

Action Deadline: September 3, 2009

Recommendation: Adopt P.C. Resolution No. 2009-__, thereby approving a Height Variation and Site Plan Review, with conditions, for Case No. ZON2009-00222.

3. CONDITIONAL USE PERMIT & MINOR EXCEPTION PERMIT (CASE NO. ZON2009-00182): 28732 Highridge Road (Hilltop Automotive) / Jason Kozora (Trillium Telecom Services, LLC) (SK)
            To review the staff report click here

Request: A request to mount 12 panel antennas, 6 amplifiers, and 1 GPS antenna on a new 45’ tall antenna tower on the “Hilltop Automotive” property. The request also involves 45yd³ of excavation at the bottom of an existing slope on the property to accommodate support equipment. The minor exception permit is a request to reduce the required unguyed tower property line setback from 25’-0” to 20’-7”.


Action Deadline: September 4, 2009

Recommendation: Adopt P.C. Resolution No. 2009-__, allowing T-Mobile to mount 12 panel antennas, 6 amplifiers and 1 GPS antenna on a new 45’ tall monopine to the rear of “Hilltop Automotive” building with a reduced unguyed tower setback of 20’-7”, while 25’-0” is required from all property lines. The request also includes 45yd³ of excavation to the bottom of an existing slope to the rear to accommodate support equipment.

4. APPEAL OF SITE PLAN REVIEW & GRADING PERMIT (CASE NO. ZON2009-00483): 30 Stallion Road / Barto (AH)

Request: A request to overturn the Director’s denial of a Site Plan Review and Grading Permit (Case No. ZON2008-00483), denying the addition of 3,813 square feet of habitable space to the existing 4,605 square foot residence, including 320 cubic yards of grading.

Recommendation: Continue the Public Hearing to the October 27th meeting as requested by the Appellant/Applicant.

5. INTERPRETATION HEARING REQUEST (CASE NO. ZON2009-00146): 6001 Palos Verdes Drive South and Residentially Zone property Citywide / Requestor: Gary Weber, representing York Point View Properties (ES)
            To review the staff report click here

Request: A request to conduct a hearing on an interpretation issued by the Director whereby a determination was made that a Conditional Use Permit application cannot be accepted for use of Residentially Zoned property to conduct a commercial enterprise whereby Residentially zoned property is used by a person or organization that is not the property owner for the purpose of conducting events, meetings, parties or other similar activities on an on-going commercial basis; rather, a Special Use Permit can be submitted for each proposed “Event Garden” use as they occur.

Action Deadline: None

Recommendation: Adopt P.C. Resolution No. 2009-__, upholding the Director’s Interpretation that the applicant’s proposed “Event Garden” which involves leasing a portion of his property for private parties, receptions, and other events by outside groups is not a use allowed by right or by a conditional use permit in a Residential zoning district.
