1. INTERPRETATION HEARING REQUEST (CASE NO. ZON2009-00146): 6001 Palos Verdes Drive South and Residentially Zone property Citywide / Requestor: Gary Weber, representing York Point View Properties (ES)
            To review the staff report click here

Request: A request to conduct a hearing on an interpretation issued by the Director whereby a determination was made that a Conditional Use Permit application cannot be accepted for use of Residentially Zoned property to conduct a commercial enterprise whereby Residentially zoned property is used by a person or organization that is not the property owner for the purpose of conducting events, meetings, parties or other similar activities on an on-going commercial basis; rather, a Special Use Permit can be submitted for each proposed “Event Garden” use as they occur.

Recommendation: Adopt Resolution No. 2009-_, reversing the Director’s Interpretation thereby determining that the proposed use of offering Residentially zoned property for rent to private entities to conduct private parties, weddings, receptions, charity events and the like might, under appropriate circumstances and conditions, be sufficiently similar to other conditionally permitted uses that are allowed in Residential zoning districts with approval of a Conditional Use Permit.

2. GENERAL PLAN CONSISTENCY FINDING (CASE NO. ZON2009-00313): 30359 Hawthorne Boulevard (Ryan Park) / City (SK)

Request: A finding of consistency with the Rancho Palos Verdes General Plan for the purchase of an improved 0.08-acre parcel, a portion of Los Verdes Golf Course, for access purposes to Robert E. Ryan Park.

Action Deadline: September 18, 2009

Recommendation: Adopt P.C. Resolution No. 2009__; finding the City’s purchase of the property at 30359 Hawthorne Boulevard consistent with the General Plan (Case No. ZON2009-00313).

3. HEIGHT VARIATION & SITE PLAN REVIEW (CASE NO. ZON2008-00314): 30563 Calle de Sueños / Lee (KF)

Request: A request to demolish more than fifty-percent (50%) of an existing, 2,527-square-foot 1-story single-family residence and construct 1- and 2-story additions, resulting in a new, 4,959-square-foot 2-story single-family residence. The maximum height of the project is proposed to be 25’-3” from the lowest finished grade covered by the structure and 24’-11” from the highest existing grade covered by the structure.

Action Deadline: August 30, 2009

Recommendation: Accept the applicant’s withdrawal of the Height Variation and Site Plan Review (Case No. ZON2008-00314).

4. HEIGHT VARIATION & MINOR EXCEPTION PERMIT (CASE NO. ZON2009-00048): 28614 Mount Hood Court / Bilan (LM)

Request: A request to construct a new 50 square foot first story addition and a new 1,310 square foot second story addition to an existing single-story residence. The residence will result in an overall height of 23’-9”. A Minor Exception Permit is required to maintain the existing 4’-9” non-conforming south side yard setback.

Action Deadline: October 22, 2009

Recommendation: Continue the public hearing to the September 22, 2009 meeting.

5. INTERPRETATION HEARING (CASE NO. ZON2009-00206): 6100 Via Subida / Foster (JA)

Request: A request for an Interpretation Review of the conditions of approval of Planning Commission Resolution No. 93-46, which pertain to the tree trimming maintenance requirements at 6100 Via Subida.

Action Deadline: None

Recommendation: Affirm that the conditions of approval for P.C. Resolution 93-46 reflect the original intent of the Planning Commission and affirm that it is the conditions of approval for P.C. Resolution 93-46, namely Condition No. 13, which ensures compliance for foliage trimming so as not to impair the views from 5, 12, 13, 14, and 15 Diamonte Lane.

Request: Allow the construction of a 252ft² addition to the 1st floor and a new 957ft² 2nd floor to an existing single-story residence. The proposed structure height is 21.71’, as measured from the point where the lowest foundation meets finished grade, to the ridgeline.

Recommendation: Adopt P.C. Resolution No. 2009-__; thereby conditionally approving a Height Variation and Site Plan Review (Case No. ZON2009-00143).
